What is a BSC Philosophy?
◙ A clear statement that describes what the Hamilton Port Authority’s balanced scorecard looks like, how it operates, how it is built, and how the organization uses it. ◙ Our BSC philosophy and guidelines establishes consensus on what we are creating. ◙ Our BSC philosophy provides us with a solid foundation on which we can base all future BSC development, implementation, and management decisions. At the Hamilton Port Authority, our balanced scorecard includes:
◙ A weighted strategy map (which includes a focused set of strategic objectives that clarify our strategy as well as the cause and effect relationships that exist among them), ◙ Detailed strategic objective definitions and assigned strategic objective owners, ◙ A focused set of vital few indicators and performance targets, and ◙ A list of our core business processes and key strategic initiatives aligned with the strategic objectives each process and/or initiative supports. ◙ The balanced scorecard is more than a measurement tool – it is a management tool we use to build a strategy-focused organization at the Hamilton Port Authority. ◙ This is not a balanced scorecard project – we are committed to making the balanced scorecard a way of working. ◙ Our balanced scorecard is a living, dynamic thing that will grow, expand, change, and improve iteratively. ◙ We recognize that our balanced scorecard always offers us opportunities for improvement. ◙ Our balanced scorecard and balanced scorecard activities will be based on and reflect all of our core values: Integrity, Working Together, Accountability, Respect, and Doing Things Better Everyday. ◙ We will focus on bringing our balanced scorecard to life, giving it greater meaning, and making it more accessible to everyone in our organization; strategies include: customizing our names for the four balanced scorecard perspectives – for example, “Fund the Future” for the Financial Perspective, “Make it Happen” for the Internal Process Perspective, and “Live the Values” for the Organizational Capabilities Perspective, and creating a balanced scorecard motto or tag line that communicates the value of the balanced scorecard in moving the organization forward (e.g. The HPA Balanced Scorecard – the wind in our sails). ◙ Our balanced scorecard is for everybody – it will be accessible and used by all of our employees to manage strategically, improve what we do, and move the Hamilton Port Authority forward together Strategy Focused Business Solutions Inc. ◙ We will constantly look for opportunities to build our balanced scorecard into existing and planned organizational activities and business processes in an effort to facilitate greater organizational alignment; examples include adding the balanced scorecard perspectives to performance management plans, aligning Lunch and Learn sessions with BSC perspectives and strategic objectives, organizing staff communications around the BSC perspectives and strategic objectives, building project selection and process improvement opportunity evaluation criteria on the balanced scorecard and strategic objectives, aligning hiring processes with core values, BSC perspectives, and strategic objectives, human capital plans, and aligning existing business performance management meetings ◙ We will leverage existing indicators first to create our balanced scorecard indicators and only consider creating new indicators when a measure gap exists. ◙ Our balanced scorecard indicators will be a mix of strategic and operational metrics. ◙ While our balanced scorecard is an internal strategy management tool, we will look for opportunities to leverage our balanced scorecard indicators for variable compensation purposes. ◙ Our balanced scorecard processes will be manual initially and will progress appropriately to an automated solution as it grows, however, we will always use the intranet to share balanced scorecard results. ◙ Everyone at the Hamilton Port Authority has shared responsibility and accountability for the integrity and quality of balanced scorecard information including data integrity and quality, commentary accuracy and quality, and the timeliness of data and commentary. ◙ We will constantly look for new and innovative ways to communicate our balanced scorecard results both internally and externally including results posters, toolbox talks, department meetings (standing agenda item), staff meetings, success stories, etc. Strategy Focused Business Solutions Inc.
