3 The Instrument for Stability
Established by the Regulation of 15 November 2006 (n° 1717/2006) Total budget: 2,062 million Euro. Duration: Specific objectives : To streamline response in a situation of crisis or emerging crisis (Short-term component); In the context of stable conditions, to help building capacity both to address specific multidimensional trans-regional threats and to address pre- and post-crisis situations (Long-term component) The IfS is conceived as complementary to the Geographic Instruments and to intervene when a given regional or trans-regional threat cannot be addressed with other instruments

2.4% EU AS GLOBAL PARTNER 2008: 7,311 M€ (+7% on 2007) of which IfS 179 M€ (=2.4%). In 2007 was 212 M€ (=3.1% of the total)

5 IfS Long-term component: Stable conditions for cooperation
Priority 1: Counteracting proliferation of WMD (Art. 4.2) Priority 2: Supporting global and trans-regional efforts to address threats posed by Illicit Trafficking, terrorism and organized crime (Art.4.1) Priority 3: Capacity building measures aimed at enhancing pre- and post-crisis preparedness (Art. 4.3) The IfS Strategy Paper defines 3 main priorities, corresponding to art. 4.1, 4.2 & 4.3 of the Regulation:

7 IfS Long-term component – Priority 1
Risk mitigation and preparedness related to chemical, biological, radiological and nuclear (CBRN) materials or agents and their means of delivery, e.g.: Strengthening the development and enforcement of effective control of illicit trafficking in CBRN materials; Measures to enhance safety practices related to civilian facilities handling sensitive CBRN materials; Support the establishment of civil infrastructure studies necessary for the dismantlement, remediation or conversion of weapons-related facilities and sites; Retraining and alternative employment of scientists and engineers formerly employed in weapons-related areas; The establishment and enforcement of effective export controls on dual-use goods
