Introduction To: Bishop Clement W. Fugh, Presiding Prelate of the Fifth Episcopal District; Mrs. Alexia B. Fugh, Episcopal Supervisor; Dr. Willie Glover, Connectional Lay President; Connectional Officers; Mr. Simeon Rhoden, President, Fifth Episcopal District Lay Organization; Fifth District Lay Officers; Presiding Elders; Pastors; Clergy; Delegates; Visitors and Friends “Trust in the Lord with all your heart, do not lean on your own understanding; in all your ways acknowledge Him, and He shall direct your paths. Proverbs 3:5-6 Greetings, The Constitution and Bylaws Committee’s responsibility is to bring the 5th District Constitution and Bylaws in compliance with the Connectional Constitution and Bylaws. In 2016, at the 50th Session of the General Conference, legislation was passed making revisions to the CLO CBL. Our committee has been working to make these revisions to the 5th District CBL. We used the copy of passed legislation of the CLO CBL of the African Methodist Episcopal Church website. I would like to thank members of committee, past Chair Ada Groff, Judge Patricia Mayberry and President Rhoden for their input.

Committee Assignment/Activities Recommendations
To revise the 5th District CBL and have approved at this meeting. To have approved CBL presented to CLO CBL for approval. To bring all Conferences CBL into compliance. We met through conference calls since September 2016. A copy of the 5th District CBL before revisions was shared with each member of the committee along with new CLO CBL. Once committee made revisions, copies were ed to Executive Board The Budget and Finance Committee be added as a Standing Committee. Develop a process of qualifications and contributions for being name President Emeriti with voting and approval by Executive Board. Remove President Emeriti from Executive Board. Change submission of Amendments to CBL Committee from 180 days prior to meeting back to 60 days. Milestone/Implementation Dates Pertinent Issues Discussed, Findings, Conclusion, Etc. 5th District CBL be approved at this convention. Approved CBL submitted to CLO CBL for approval Aug Conference Revised CBL submit to Committee in 60 days. Adding all Standing Committee Chairpersons to Membership. Changing Young Adult age to Changing no elected officer shall hold more than (1) to (2) elected offices above the Local Organization. Vacancy of Office of President change to President and/or Vice President; same change in Vacancy of Officer other than President. Standing committee are Proposed Legislation, Constitution and Bylaws and AME V-Alert. Adding Installation of Officers to Bylaws. Changing Life Member title to Living Legend.
