PURPOSE OF THE RFB Background of the Project
The Road Accident Fund (RAF) requires the services of an accredited and experienced service provider to conduct a maturity assessment and provide a detailed Implementation recommendations and a roadmap on how the RAF can attain a maximum of level 5 maturity to be in line with the e-Enablement adopted ICT Frameworks: ITIL v3, COBIT 5 and King III Chapter 5 for a period not exceeding 6 months:

SCOPE OF WORK To achieve the above the Service Provider must deliver according to the scope of work: Maturity assessment of ITIL v3, COBIT 5 and King III chapter 5 Maturity assessment Report and presentation (Report must be provided in an electronic document format and must also be formally presented to the RAF management team) Detailed clear recommendations and roadmap document to get from measured maturity to a maximum of level 5 for each Framework and process (Recommendation and Roadmap must be provided in an electronic document format and must also be formally presented to the RAF management team)

The Maturity Assessment
To ensure effective and successful implementation of IT governance, an assessment should be performed to evaluate the maturity levels of the current standards and regulations, i.e. ITIL Service Management, COBIT processes, and King III principles within ICT. The objective of the assessment is to establish a benchmark which will be used in the development of specific plans for process improvement initiatives. The scope of the assessment will include the following standard and frameworks. Depending on the outcome the processes might be reviewed, re-designed where necessary, documented, endorsed, communicated under the ownership of a process owner who has the authority to enforce compliance. EVALUATION CRITERIA EVALUATION CRITERIA AND METHODOLOGY
The evaluation criteria will be based on the following requirements: Mandatory (Comply or Not Comply) bidders who do not meet the mandatory requirements will be disqualified. Technical Functional Requirement (100 points). Threshold to proceed to price and B-BBEE is 70 points. Price and B-BBEE Evaluations (90/10 points). Bidders who score less than 70 out of 100 on functional / technical criteria will not be further evaluated on Price and BEE.

Comply Not Comply 2 Failure by the successful bidder to agree and sign a contract with RAF within 21 days from receipt of a letter of intent will result in the bid being deemed to be non-responsive and will entitle RAF to consider other responsive bids and award the tender to another bidder or bidders. Substantiate / Comments Mandatory Comply Not Comply 3 The resources deployed at the RAF to assess must have at least the following: • 22 credits in ITIL version 3 or Certified Assessor in ITIL Please provide certified copies to support each of the resource certifications and; •COBIT 5 Foundation Please provide certified copies to support each of the resource certifications Substantiate / Comments

Technical Evaluation Criteria
The Technical Criteria will be utilized to test the capability of the service providers Technical Requirements: Technical / Functional Criteria (Submission) NB: Each proposal will be evaluated based on the submitted documentation, on four (4) items out of 100 points: Bidder/s who scores a minimum threshold of 70 points out of 100 points allocated at technical evaluation will be further evaluated on price and B-BBEE.

Functional/Technical criteria Points 1 Assessment The bidder must provide a high level assessment process indicating the method and tools used to conduct the assessment. The evidence must include at least the following: Methods and Tools 5 points Example of a draft report on at least one of the framework processes 5 points Indicate the various levels of maturity for that process 5 points Give an example roadmap of what is to be done to get from level 0 to level 5 in that particular process 5 points 20

Functional/Technical criteria Points 2 Experience of the Bidder The bidder must have completed at least two assessments in ITIL version 3, one in COBIT 5 and one in King III. 15 points Bidders to provide a reference letter on the company’s letter head at which the assessment was done for each assessment indicated below. Technical Evaluation Criteria
Functional/Technical Points 3 Experience of the Resources The resource (s) that will be conducting the maturity assessment must have a minimum of five years’ experience conducting maturity assessments in ITIL, COBIT and a minimum of one year experience conducting maturity assessment in King III. Please provide a summary of a maximum 3 page CV detailing the experience of the resources conducting maturity assessments in ITIL v3, COBIT 5 and King III. 40

Disqualification of bids
Bidders shall be disqualified if they fail to: Submit true and correct information Comply with mandatory requirements Comply with prescribed response format

Submission of RFB responses
The Original signed bid document and Proposal clearly marked and indexed with all pages numbered. One (1) original and one (1) hard copies, submitted in a sealed envelope, clearly marked (RAF/2015/00016) envelope, to the address provided below. Submission of Bid responses
Bid responses sent by courier must reach the reception at least 36 hours before the closing date (21 August 2015), to be deposited into the Bid box. Submission Register must be signed at the reception by bidder when submitting bid documents. Important note: Please ensure that the attendance register has been signed Name of company Contact details If a courier company is submitting on behalf of the bidder please ensure that they write your company name and not the courier company name(for ease of reference) Late response will not be considered
