Sec .Treasury, FRB, CFPB, CFTC , FDIC, FHFA, NCUA, OCC, SEC President 2 App. FASAB FASB NASBA Consolidated Financial Data Repository: Federal Agency “core financial accounting systems” “Structured Data” will be consolidated and “physically” maintained into a single data repository and maintained & managed by the Federal Financial Management Board (FFMB), Governmentwide Accounting System (GWA). Agency accounting and “management” reporting, financial operation offices, and staffs will not change physical locations. Agency financial management offices will use the FFMB Consolidated Financial Data Repository to input all financial transactions and produce “Management” reports. All financial “Regulatory” reporting will be managed by the FFMB using the Consolidated Financial Data Repository and used for “ALL Federal External Financial Regulatory Reporting”. All financial “Management” reporting will be managed by Agencies using the FFMB Consolidated Financial Data Repository and used for “ALL Agency Internal Financial Management Reporting”. Access to the Consolidated Financial Data Repository will be made available to “ALL” Public and Private users at no charge in accordance with the Federal Funding Accountability and Transparency Act, Public Law as amended by the Digital Accountability and Transparency Act, H.R Bill to be enacted. Data management standards for the Consolidated Financial Data Repository will be maintained in accordance with the: 1) FFMB financial principles, standards, and concepts issued by FASAB, and 2) Data Act H.R Bill, SubChapter II-Data Standardization, § 3611 Data standardization for reporting information to be administered by the FFMB. Virtual Financial Data Repository: Federal Financial Management “Unstructured Data” will be “physically” maintained and managed by existing Public and Private Sector organizations in their existing data repositories. The FFMB will access the Federal Financial Management “Unstructured Data” from Public and Private Sector organization data repositories and maintain and manage such data in a “Virtual Data Repository” for access by “ALL” Public and Private Sector users. Access to the Virtual Financial Data Repository will be made available to “ALL” users at no charge in accordance with the Federal Funding Accountability and Transparency Act as amended by the Digital Accountability and Transparency Act, H.R Bill to be enacted. Data management standards for the Virtual Financial Data Repository will be maintained in accordance with the Data Act H.R Bill, SubChapter II-Data Standardization, § 3611 Data standardization for reporting information. Management of the foregoing Data Standards will be administered by the FFMB. If private sector organization “Unstructured” data is not compliant with the Data Act standards, FFMB will replicate the and modify such data and maintain the data in the Consolidated Financial Data Repository until such time the Public and Private Sector Data Repository is modified. The FFMB will be authorized to replicate data from Public and Private Sector organizations that is determined to be improve the efficiency and effectiveness in the response to users query requirements. An Enrolled Bill is printed on parchment and sent to the President for signature. HR 4818 – ENR Bill Public Law PL House Appropriation Committee Report Conference Committee Report on HR 4818 Currently the following Department of the Treasury financial statements are maintained on a Financial Management Service Server that is accessible by the public: Monthly Treasury Statement Bulletin Combined Statement Annual Financial Report These document can be ingested into either the current Library of Congress MarkLogic Server or a new Treasury Financial Management Service MarkLogic Server. The above documents can be ingested in a MarkLogic Server to support the FMS Legislative Review Proof of Concept Server. The FMS Proof of Concept will demonstrate how appropriation legislation can be coded using the MarkLogic Server and used to produce the following: Treasury Federal Accounts Symbols and Titles Book Treasury Account Symbols (TAS) & Business Event Transaction Code (BETC) that form the Treasury Common Governmentwide Account Structure account coding. These codes could be maintain in the MarkLogic Server and made accessible for both publication and online query. The results of item 3 above could also be used to update the current Treasury Undisbursed Ledger that is maintained in the FMS GWA Account Statement that is maintained in an Oracle RDBMS. The RDBMS is also provided a data feed from the FMS STAR system that is maintained in a DB2 Relational Data Base Management System. At a future date, a MarkLogic Server could be used to replace the current FMS systems to provide for integrated management of Treasury financial information that is reported in the above documents with the Congressional Legislative documents maintained in the Library of Congress system. In addition, the Future MarkLogic Server would provide in a number of interactive capabilities shown on the right side of the diagram.
