Comprehensive Planning Overview What is comprehensive planning?
Long term vision for a community along with a plan of action that will help the community satisfy the vision Addresses current and future issues and opportunities Allows for public participation in the planning process Ensures that growth makes the community better, not just bigger Where we are today Where we want to be How we got there A comprehensive plan/community plan sets a long term vision for a community as well as a plan of action for that vision Addresses current and future issues. Presents opportunities to resolve those issues Allows public participation Ensures growth to make the community more livable.

Task 1: Public Visioning Session Meet with the Planning Committee to review the comprehensive planning process, learn about concerns, and plan the visioning meeting/input methods (Meeting #1) Facilitate and document the Public Visioning Session (Meeting #2) Task 2: Recommendation Development Step A: Background document Planning Committee review of Visioning Session summary, review all previous planning processes, background summary and demographics (Meeting #3) Step B: Issue Identification Planning Committee review/discussion of issues (Meeting #3) Step C: Recommendation Development Develop suggested recommendations with Planning Committee (Meeting #3) Facilitate and document public meeting to review recommendations (Meeting #4) Review public comments with Planning Committee; make any necessary changes based on public input (Meeting #5) Step D: Plan Publication and Implementation Checklist Development ARDC will assemble Comprehensive Plan document along with implementation checklist and make available for public review/input Final Planning Committee review before adoption (Meeting #6)

Vision statement In the future, the City of Beaver Bay is a safe, walkable, historically rich, inviting community focused on providing a healthy living environment with many recreational opportunities for its visitors and residents alike while providing affordable housing for families to live and work in the city.

Dark Sky-Information What is Light Pollution? Light pollution is excessive or inappropriate outdoor lighting. Common forms of light pollution include: Glare – excessive brightness that causes visual discomfort Sky glow – brightening of the night sky over inhabited areas Light trespass – light falling where it is not intended or needed Clutter – bright, confusing and excessive groupings of light sources Less than 100 years ago, everyone could look up at a spectacular starry night sky. Now, millions of children across the globe will never experience the Milky Way where they live. No area East of the Mississippi River currently untouched by some form of Light Pollution Still a natural resource in northern Minnesota, which (if protected) can benefit communities in the long term.

Dark Sky-Information Energy Waste: Wasted outdoor lightings (shining upward) is estimated at 17,400 gigawatt-hours a year. At an average of $0.10 cost, wasted energy is a $1.74 billion problem. City of Calgary recently switched to shielded lighting to save money on streetlight consumption. Cost savings of approximately $1.7 million a year via less consumption Harmful to Wildlife: Disrupts foraging, mating and migratory behaviors of nocturnal wildlife. (i.e. bats, raccoons, deer, moose) 100 million migrating birds die in collisions with illuminated buildings a year. Additionally can cause birds off course, leading to exhaustion or not reaching destination.
