FEDERAL DISPOSAL PROCESS EXCESS SURPLUS SCREENING Non Discuss how GSA has worked hard to reduce the disposal cycle time frame from 170 days in 1989 to the current 51-day performance target to reduce storage costs & problems. Also, we expect the actual performance to be below 51 days and emphasize the correlation between cycle time and customer satisfaction scores. All property screened for 21 days EXCEPT office furniture – screened for 14 days – because they are bulky items. 5 Can I Get Excess Government Equipment?

Property in GSAXcess® is available for screening by and transfer to: Federal agencies Their contractors, cooperatives and grantees Senate and House of Representatives DC Government Mixed-ownership Government corporations

7 Screening & Federal Transfers
Search available property On-line Physical screening “Screening” period normally 21 calendar days Submit request via GSAXcess® If a tribe is aware that a federal agency is disposing of certain property they can do a direct transfer – SF-122

8 Tribes Obtaining Property
Tribes can view property in GSAXcess® by using “GOVUSE” for access code and password BIA can perform actual freeze request in GSAXcces Send to BIA POC – Paul Ortiz at IHS can conduct search in GSAXcess website and forward the property information to their IHS Area Property Management Officer (PMO). The IHS Area PMO will do the actual freezing in GSAXcess. It is recommended you take a screen shot of the property on the website and forward that to your IHS Area PMO to make sure they freeze the correct property for you.

9 Obtaining Property Process – BIA
Tribe submit request (freeze) in GSA Xcess GSA Approves – property still available – send approval to BIA Regional Property Officer (RPO) RPO receives from GSA, provides digital approval GSA sends Transfer Order to RPO RPO sends Transfer Order to Tribal POC Tribes makes arrangements to pick up or arrange for shipping. Recommended Tribe print out TO when picking up property

Area PMO will submit request (freeze) in GSA Xcess GSA Approves – property still available – send approval to Area PMO Area PMO receives from GSA, provide digital approval GSA sends Transfer Order to Area PMO Area PMO sends Transfer Order to Tribal POC Tribes makes arrangements to pick up or arrange for shipping. Recommended Tribe print out TO when picking up property

11 Golden Rules of Acquiring Excess Property…
There must be an authorized need for the property. You must not acquire excess personal property with the intent to sell or trade for other assets Tribes must justify how they are going to use the property with their (BIA or IHS) contract.

12 Who Pays for the Transportation for Excess Property?
Acquiring agency is required to pay shipping and transportation costs. When applicable, acquiring agency may have to pay packing, loading, and dismantling costs.

13 Federal Surplus Property Donation Program
At the completion of screening for Federal use, property not transferred is declared surplus Donation program extends useful life of property in which we, as taxpayers, have already expended funds to acquire Property is donated from GSA through State Agencies for Surplus Property (SASP)

14 Federal Surplus Property Donation Program
Participants in the Surplus Donation Program include State and local public agencies Nonprofit educational and public health institutions Nonprofit and public programs for the elderly Educational activities of special interest to the Department of Defense Public airports Indian Tribes and Tribal Organizations including Non-Federal Tribes

GSA offers Internet auctions via GSA Auctions® GSA sales provide national exposure, state-of-the-art elements, competitive bidding, and maximum returns - Fees are charged

Portal for GSAAuctions.gov Bidders must be registered with credit card before they can bid on any item. Sales open to public bidding. Anyone can buy but GSA employees. Can link from USA.gov via

19 The Tale of Two Tribes Here is some personal property the Citizen Potawatomi Nation (CPN) in Oklahoma and the Mescalero Apache Tribe (MAT) of New Mexico have acquired over the past few years. Please note that Not ALL property was in 100% working condition, but with some work it is functional property.
