2 2015 – 2016 ACCESS for ELLs 2.0 Suite Results
Florida’s 2015 – 2016 English Language Learner (ELL) population: 277,016 260,616 ELLs were assessed on all four test domains (Listening, Speaking, Reading and Writing) during the Spring administration 17% of ELLs scored Proficient on ACCESS for ELLs 2.0 (Grades K–12) 57% of ELLs scored Proficient on Alternate ACCESS for ELLs (Grades 1–12)

3 Proficiency Criteria ACCESS for ELLs 2.0 (Grades K–12)
Proficiency criteria requires a student to achieve a Composite Overall Proficiency Level of 5.0 or greater AND at least a Proficiency Level of 4.0 in each test domain (Listening, Speaking, Reading and Writing). Alternate ACCESS for ELLs (Grades 1–12) Proficiency criteria requires a student to achieve a Composite Overall Proficiency Level of P1 or greater.

The following assessments are used to satisfy state and federal requirements for the annual assessment of the English language proficiency of English language learners (ELLs): Kindergarten ACCESS for ELLs, a paper-based assessment for Kindergarten ACCESS for ELLs 2.0, a paper-based assessment for Grades 1–12 Alternate ACCESS for ELLs, a paper-based assessment for ELLs in Grades 1–12 who have significant cognitive disabilities

8 Students to be Tested All students enrolled in the district (grades K–12) and classified ELL, with a code of “LY” on the 1st day of the test administration window, must be administered one of the following English language proficiency assessments: Kindergarten ACCESS for ELLs ACCESS for ELLs 2.0 Alternate ACCESS for ELLs (continued on next slide)

ELLs with disabilities participate in the statewide assessment program by taking one of the following English language proficiency with or without accommodations: Kindergarten ACCESS for ELLs, ACCESS for ELLs 2.0, or Alternate ACCESS for ELLs Note: Document the participation and accommodations decision in the student’s IEP or Section 504 Plan, and in the student’s ELL Plan.

10 What’s New for 2016-17 ACCESS for ELLs 2.0?

11 What’s New? The 2017 administration of the ACCESS for ELLs 2.0 suite of assessments is January 30, 2017 – March 24, 2017. The Pre-ID File will generate test materials orders for the ACCESS for ELLs 2.0 suite of assessments. ACCESS for ELLs 2.0 Training tutorials related to planning, administration, and post-testing activities have been added for Test Administrators and Test Coordinators. Florida’s ACCESS for ELLs 2.0 checklist for District Test Coordinators, School Test Coordinators, and Test Administrators will now be embedded in the training course within the WIDA Secure Portal. The online ACCESS for ELLs 2.0 Paper Administration Quiz is required to be completed by all Test Administrators administering ACCESS for ELLs 2.0 (Grades 1–12). It is recommended that Test Coordinators complete the quiz. Knowledge checks have been built into the training courses to increase engagement and give feedback on progress prior to taking the quiz. 12 What’s New? A school filter is available on the WIDA Secure Portal for District Test Coordinators to monitor school-level accounts. The ACCESS for ELLs 2.0 FDOE Test Administration Manual Addendum appendices will include the following: Test Administrator Prohibited Activities Agreement Note: All Test Administrators must sign and return to School Test Coordinator. Test Materials Chain of Custody Form Note: All School Test Coordinators must complete upon receipt and return of test materials. Pre-ID Label Flowchart Native (Home) Language codes For ACCESS for ELLs 2.0 (Grades 1–12), the Reading, Writing and Listening sections will be available in braille format. (continued on next slide)

13 What’s New? Bilingual/ESL Program Type and State Support Delivery Model options have been condensed into a LIEP Classification category on the demographic pages. The below guidance on selecting the appropriate LIEP Classification code will be provided in the ACCESS for ELLs 2.0 FDOE Test Administration Manual Addendum. District/School Test Coordinator Manual (hardcopy provided in test materials shipment) This manual was developed for District and School Test Coordinators that oversee the test administration and coordination of the ACCESS for ELLs 2.0 suite of assessments. Test Administrator Manual (hardcopy provided in test materials shipment) This manual was developed for Test Administrators that administer the ACCESS for ELLs 2.0 suite of assessments. Accessibility and Accommodations Supplement (available exclusively online) This supplement replaces the ACCESS for ELLs 2.0 Accessibility and Accommodations Guidelines and ACCESS for ELLs 2.0 Accessibility and Accommodations Descriptions documents. In addition, the supplement now covers all allowable accommodations, accessibility tools, and test administration procedures that will be available to all ELLs (with or without disabilities) for the ACCESS for ELLs 2.0 suite of assessments. WIDA AMS User Guide (available exclusively online) There will only be one user guide for WIDA AMS that provides guidance on how to complete certain tasks within the online administrative portal. s

26 Kindergarten ACCESS for ELLs Overview

27 Test Overview The Kindergarten ACCESS for ELLs Test is an individually administered, adaptive assessment designed to take an average of 45 minutes per student. Survey 2 will be used to generate Pre-ID Labels and to order Kindergarten ACCESS for ELLs testing materials. The Test Administrator scores all sections, including the Writing test, on site. Accommodated Format: Large-print

28 Note: Both sections of the test must be administered in this order.
Test Design Features Test items are thematically centered, based on a particular type of text, and divided into two sections: Narrative (Parts A – C) Part A: Listening and Speaking Part B: Writing Part C: Reading Expository (Parts D – F) Part D: Listening and Speaking Part E: Writing Part F: Reading Note: Both sections of the test must be administered in this order.

Complete the Florida-specific Test Administrator Checklist Review applicable sections in the ACCESS for ELLs 2.0 Test Administrator Manual Online training available via WIDA Secure Portal Must complete the online Kindergarten Quiz with a passing rate of 80% or higher to become certified to administer the assessment. Note: For Test Administrators who were certified to administer 2016 Kindergarten ACCESS for ELLs, it is a district’s decision on whether Test Administrators must become recertified.

30 ACCESS for ELLs 2.0 (Grades 1–12) Overview

31 Test Overview The ACCESS for ELLs 2.0 will assess each of the four language domains of Listening, Speaking, Reading, and Writing separately. Grade-Level Clusters: 1, 2, 3, 4–5, 6–8, 9–12 NEW - Survey 2 will be used to generate Pre-ID Labels and test materials. The Speaking section is individually administered and scored by the Test Administrator. The Listening, Reading and Writing sections can be group-administered. Listening and Speaking sections are media-delivered on one CD that includes all directions and prompts. Speaking will be available in two tiered forms (A and B/C). NEW - Accommodated Formats: Large-print and Braille (Contracted and Uncontracted for Tier B and only for Reading, Writing and Listening sections)

32 ACCESS for ELLs 2.0 (Grades 1–12) Tiers and Proficiency Levels
Within each grade-level cluster ACCESS for ELLs 2.0 consists of three test forms: Tier A (beginner), Tier B (intermediate), and Tier C (advanced).

33 Tier Placement Protocol (Grades 1-12)
Tier A Placement determined from the W-APT, WIDA MODEL, or WIDA Screener. Student arrived in the U.S. or entered school in the U.S. within this academic school year without previous instruction in English. Student currently receives literacy instruction ONLY in their native language. Student recently achieved an overall composite score of 1.0–2.0 on the statewide English language proficiency assessment. Tier B Student has social language proficiency and some, but not extensive, academic language proficiency in English. Student has acquired some literacy in English though have not yet reached grade level literacy. Student recently achieved an overall composite score of 2.1–3.0 on the statewide English language proficiency assessment. Tier C Student is approaching grade level in literacy and academic language proficiency in the core content areas. Student will likely meet the state’s exit criteria for support services by the end of the academic year. Student recently achieved an overall composite score of 3.1–6.0 on the statewide English language proficiency assessment.

Note: For Test Administrators who were certified to administer ACCESS for ELLs 2.0, it is a district’s decision on whether Test Administrators must become recertified. NEW- Must complete the online ACCESS for ELLs Paper Administration Quiz with a passing rate of 80% or higher to become certified to administer the assessment.

39 Test Overview The Alternate ACCESS for ELLs is an individually administered, semi- adaptive assessment. Grade-Level Clusters: 1–2, 3–5, 6–8, 9–12 NEW - Survey 2 will be used to generate Pre-ID Labels and test materials. The Test Administrator scores all sections. All sections of the Alternate ACCESS for ELLs are semi-adaptive, which means that the administration of a test section should be ended if the student scores No Response, Incorrect, or Approaches on three consecutive tasks.
