Call for Action Established by NCAA Division I Council in April 2016 at request of Women's Basketball Coaches Association for assistance with recruiting challenges in women's basketball. Working group charged with conducting comprehensive review of NCAA Division I women's basketball recruiting legislation and make recommendations to NCAA Division I Women's Basketball Oversight Committee. Phase 2 November 2016 – Subcommittees began work via teleconferences. January 2017 – Update provided to the Women’s Basketball Oversight Committee. Spring 2017 – Subcommittees continue work via teleconference. April 2017 – Feedback solicited from membership on concepts. May 2017 – In-person meeting. Focus Areas: Pain Points
Recruiting Calendar. Too much time away from campus vs. need to evaluate (and be evaluated) during mega events. Does not allow for open communication; relationships to develop. Event Certification. Wide variance of quality and dependability of events. Costs. Well-being of PSAs – health and time away from high school team and academics. Recruiting Environment. Experiencing similar influences with camps, hiring practices, etc. that men's basketball experienced tied to funneling of money. This is a content slide. Guiding Principles Well-being of PSAs and enrolled SAs is #1.
Need to support work/life balance for coaches; promote diversity. Coaches need more time on campus to focus on current SAs. Recruiting model should promote informed decision-making by PSAs and coaches. Need to be mindful of time and money. Division I women's basketball recruiting legislation should: Provide enough opportunities to evaluate. Give enough time to form a meaningful coach/student relationship. Strive for equitable opportunities for all Division I schools. Respect the PSA's high school experience – academics and athletics. Be enforceable. This is a content slide. NCAA Division I Proposal No Recruiting -- Recruiting- Person Days -- Women's Basketball Days Except July Evaluation Periods Off-campus recruiting activities throughout year count toward limit on recruiting-person days, except July evaluation periods. Provides consistency and ease of monitoring, while promoting competitive equity within recruiting process. Big Changes: All days count except for July evaluation periods. Effective: August 1, 2017. Proposal No Contacts and Recruiting Calendars -- Women's Basketball -- March 1 Contact With Juniors and Two Nonscholastic Evaluation Weekends Permits off-campus contact with PSA beginning March 1 of junior year through day before official start of WBCA Convention. Reduces burden on PSAs and coaches during a time that is already busy and will allow coaches to spend more time on campus. Big Changes: Shifts first contact with juniors to March 1 and keeps two nonscholastic evaluation periods. Effective: August 1, 2017. This is a content slide. Proposal No Individual Associated With a Recruited Prospective Student-Athlete -- Women's Basketball Expands Individual Associated with a Prospective Student-Athlete (IAWP) legislation currently in men's basketball to women's basketball. Coaches have expressed concern for funneling of money to PSAs and families via IAWPs and institutions employing IAWPs to secure a PSA's commitment. Will promote greater integrity in women's basketball recruiting process. Big Changes: Regulates camps and hiring of IAWPs. Effective: August 1, 2017; a contract signed before 1/18/17 may be honored. Proposal No Recruiting -- Camps and Clinics -- Additional Restrictions -- Women's Basketball Expands current legislation in men's basketball to women's basketball. All institutional camps and clinics shall offer same participation, registration procedure, fee structure, advertisement and/or logistical experience. Promotes greater integrity in the women's basketball recruiting process. Big Changes: All institutional camps and clinics must offer same experience. Effective: August 1, 2017. Proposal No Recruiting -- Camps and Clinics -- Recruiting Calendar Exceptions -- Recruiting Activities -- Women's Basketball Permits coaches to engage in recruiting activities (e.g., campus tour, meeting with academic advisor) with PSAs during an institutional camp or clinic. Allows for meaningful and direct exchange of information with PSAs during camps and clinics and more informed decision- making on those sides. Proposal No Recruiting – Definitions and Applications-- Recruiting Person Days – Men’s and Women’s Basketball --Exception – After Commitment Off-campus recruiting activity involving only a PSA who has signed a NLI or the institution's written offer of admission and/or financial aid, or for whom the institution has received a financial deposit in response to its offer of admission shall not be counted as a recruiting-person day. Effective: Immediately.

Proposal No Recruiting – Permissible Recruiters– General Exceptions– On-Campus Contact with Former Student-Athletes Permit on-campus contact between a former SA and a PSA and his or her relatives (traditional or nontraditional) or legal guardians. Effective: August 1, 2017.

Proposal No Recruiting – Telephone Calls– Permissible Callers Five Days Before Official Visit– Any Athletic Staff Member Permits a noncoaching staff member or coach who does not count toward the numerical limitations on head and assistant coaches to make unlimited telephone calls to a PSA during the five days immediately preceding the PSA's official visit. Big Changes: Permits any athletics staff member to make unlimited telephone calls to a PSA five-days prior to his or her official visit. Effective: August 1, 2017.

Proposal No Recruiting – Telephone Calls and Electronic Correspondence In Conjunction with an Unofficial Visit An athletics department staff member may make telephone calls and send electronic correspondence to a PSA or those individuals accompanying the PSA beginning the day immediately preceding the PSA's unofficial visit until the conclusion of the visit. Effective: August 1, 2017.

Proposal No Recruiting – Contacts and Evaluations– Counting Evaluations– September 1- May 31 Evaluations that occur September 1 through May 31 shall count against the permissible number of recruiting opportunities (except for evaluations that occur on the same day as a permissible contact). Evaluations that occur June 1 through August 31 shall not count. Effective: Immediately.

Proposal No Recruiting – Evaluations– Women’s Basketball– Attendance at National Team Tryouts Up to two coaching staff members per institution per calendar day may attend national team and junior national team (e.g., U18 national team) training and tryout events (e.g., training camps, mini- camps, tryouts, competition) conducted outside the permissible contact and evaluation periods. Big Changes: Allows other coaches, not just national team coaches, to attend and observe such training and tryout events when they are conducted outside a contact or evaluation period. Effective: Immediately.

May 18-21, 2017 U19 National Team Trials (Colorado Springs US Olympic Training Center - USOTC) Yes – USA Basketball has indicated all sessions will be open only to one NCAA Division I coach per institution per day. May 25-June 6, 2017 U16 National Team Trials and Training Camp No -- NCAA legislation would permit attendance; however, USA Basketball has indicated it will close these sessions to NCAA Division I coaches due to space limitations and to allow for national team preparations. June 7-11, 2017 FIBA Americas U16 Championship (Buenos Aires, Argentina) No – not permitted by NCAA legislation. June 20-27, 2017 FIBA 3x3 Women’s U18 National Team Training Camp June 28-July 2, 2017 FIBA 3x3 World Cup for U18 Women (Chengdu, China) Yes July 7-21, 2017 U19 National Team Training Camp (USOTC and Italy) Yes -- open sessions will be identified closer to the start of training camp. July 22-30, 2017 FIBA U19 World Cup (Udine, Italy) July 31-August 11, 2017 U23 National Team Training Camp (USOTC and Tokyo) August 12-15, 2017 U23 International Tournament (Tokyo) – hosted by the Japan Basketball Federation Events coaches may attend:

Proposal No Recruiting – Official Visits– Number of Official Visits– Women’s Basketball – 24 Visits During a Rolling Two-Year Period An institution may provide official visits to up to 24 PSAs in a rolling two-year period (up to 30 for national service academies). A national service academy shall not exceed 24 official visits prior to the initial NLI signing date of the first year in each rolling two-year period. Effective: August 1, 2017. Same rule as men’s basketball.

Proposal No Recruiting – Unofficial Visits– Off-Campus Contact within One Mile of Campus Boundaries In-person, off-campus contact between an institutional staff member and a PSA or an enrolled SA (or other student) and a PSA to occur during an unofficial visit at a noninstitutional facility within one mile of campus boundaries. Effective: August 1, 2017.

Proposal No Recruiting – Publicity Before Commitment– Photograph of Prospective Student-Athlete Eliminate the restriction on providing a PSA a photograph of him or her that is taken during a campus visit for the purpose of the institution's permissible publicity and promotional activities. Effective: August 1, 2017.

Proposal No Recruiting – Camps and Clinics– Campus Tours During Institutional Camps or Clinics Institution's coach may arrange and conduct a campus tour during the institution's camp or clinic, provided the format of the tour has been approved by an institutional authority outside the athletics department (e.g., admissions office). Effective: Immediately.

Proposal No Recruiting – Basketball Event Certification– Women’s Basketball –Adjoining States Rule Eliminate from the basketball event certification criteria the limit on the number of PSAs who may be from states that adjoin the state in which a nonscholastic team is located. Effective: August 1, 2017.
