10 Incident Project Compliance Inspector
ICPI support was provided to variety of incidents from May 2013 to December 2013, several hundred of contract compliance inspections performed. Region 5 Incident Contract Project Inspectors provided support for FY13 Water Handling Solicitation. Several hundred pieces (Water Tenders) of equipment were inspected for eventual award. There were ICPI’s assigned to every fire incident where at Incident Management Team was assigned. There were approximately 9 ICPI’s and 3 trainees assigned throughout the fire season, with the majority assigned at least a full 14-day assignment. ICPI support from Regions 3 and 8 also helped during the FY13 fire season. At season’s end, several ICPI’s helped to review, sort and file completed vendor compliance inspection forms/performance reviews at the Wildland Fire Training Center, McClellan CA. NWSA 2014 ICPI, is there to support both the incident and the vendor. ICPI’s can assist in provisional questions, any misinterpretations or misunderstanding of an agreement. They are also in close communication with myself and the Regional Contracting Officer.

11 Dispatching And using Neighbor’s Lists
When Forest’s run out of resources on their own Dispatch Priorities Lists (DPL) it’s permissible to refer to their neighboring units for VIPR DPLs in ROSS. In supporting this option, we’re currently working on developing a DPL/Neighbor’s list flow chart. This chart will help to determine when a center will use a neighboring list and if additional support is needed from GACC’s. In using this flow chart documentation of the procedure taken will be captured as the equipment is possibly located and assigned. NWSA 2014 The dispatching protocols usually go with closest resources rule, this being very evident with dispatch centers who are multi-agency managed.

12 Fuel Tenders and credit cards
The agency is moving away from using the OF-305 with more emphasis on electronic payment processing, such as requiring the vendor to use wireless credit card machines Another option to minimize the administrative burden to Incident Management Teams is to require the vendor to bring a manual slide credit card machine P-25 Radio Updates There is an updated list of acceptable radios available at: Radios currently listed include some analog Purchases of new analog radios are not recommended. At some point in the future, fire will require that only P25 digital radios be used. This category of approved radios will be removed once the Forest Service mandates that only P25 digital radios be used NWSA 2014
