INVITATION FOR NEW PRIVATE SECTOR PARTICIPATION (PSP) APPLICATIONS FOR SPECIALIZED CATEGORIES FOR SOLID WASTE MANAGEMENT IN LAGOS STATE 1.0 INTRODUCTION The Lagos State Government, in its commitment to ensuring a cleaner, healthier and more aesthetically pleasing city has an objective of ensuring an effective and efficient Solid Waste Management system. Therefore, under the visionary leadership of His Excellency, Mr. Akinwunmi Ambode, the State government initiated the Cleaner Lagos Initiative (CLI) to realize this objective. With over 9,000 commercial businesses in the state, the new Lagos State Environmental Law will enforce compliance, a reliably bankable client-operator contract agreement (COCA) and the Lagos State Environmental Trust Fund (LSETF) as well as create opportunities for new operators for the specialized waste categories under the new initiative. As a follow up to the recently conducted recertification and verification of existing Waste Collection Operators formerly known as PSPs, new operators are now being certified for the specialized waste categories listed below: - Industrial Waste, - Special Industrial Waste, - Hazardous Waste, - Recyclable Waste, - Healthcare Waste and - Building Waste. This process is to ensure that only serious-minded applicants who not only want to profit out of this new sector but share the vision of the initiative in achieving a cleaner, healthier, and greener Lagos are licensed for operation within the state. The criteria for this exercise is detailed below: 2.0 ELIGIBLITY REQUIREMENTS To this end all Applicants must possess and satisfy the under-listed requirements to be eligible for certification as a licensed specialized PSP operator in Lagos State. Thus, an Applicant shall: Be a company registered under the Companies and Allied Matters Act, Cap C20, LFN, 2004 and shall submit a profile of the company containing verifiable details as to valid and verifiable office address (showing street and house number), address and telephone numbers. Provide evidence of registration with the Corporate Affairs Commission as a company or an enterprise. Provide evidence of registration with Lagos State Public Procurement Agency. Provide evidence of professional and technical qualification to collect, handle, transfer and dispose of waste for the category being applied for. Provide evidence of technical partnership or technical know-how required to carry out the specialized collections. Submit a detailed technical proposal on how it intends to carry out the specialized task for the category or categories being applied for. Provide evidence of professional and technical staff/experience of key personnel of the company. Provide evidence of financial capacity to execute projects. Evidence of payment of tax for the directors of the Company. Provide a current sworn affidavit disclosing the following: That the company is not in receivership, insolvent or bankrupt; That the company has no director of the company has been convicted of any offence relating to fraud or financial impropriety or criminal misrepresentation or falsification of facts relating to any matter; and, That all the documents submitted for this exercise are true and correct in all particulars. Provide evidence of solvency of the Applicant. Provide evidence of membership and good standing with relevant professional bodies with current payment of professional dues by principal officers of the company or enterprise. Evidence of registration with the Lagos State Residents Registration Agency (LASRRA) for key directors and personnel. Evidence of current staff strength (tax records, pay slip etc). Provide audited accounts for the last 3 (Three) years for the Applicant or its promoter. Provide letter of recommendation from the company’s Bankers of financial capability. Provide evidence of an acceptable Health Safety and Environment (HSE) Policy. Provide evidence of the Applicant’s ability to provide its employees with adequate personal protective equipment. Evidence of sound and well-maintained machinery and equipment to prosecute a Collect, transfer and dispose cycle of waste.

INVITATION FOR NEW PRIVATE SECTOR PARTICIPATION (PSP) APPLICATIONS FOR SPECIALIZED CATEGORIES FOR SOLID WASTE MANAGEMENT IN LAGOS STATE Any existing waste collection operator with interest in any of the categories must have already been recertified during the previous process and will only be required to submit a detailed technical proposal on how it intends to carry out the specialized task for the category or categories being applied for. 3.0 COLLECTION AND SUBMISSION OF PROPOSALS Interested and competent Applicants are requested to enclose these requirements and other accompanying documents in a sealed enveloped and indicate the Company name and reference number which will be issued at the submission point. Applications shall be submitted in two sets and should be addressed to: Ministry of Environment, Room 308, Block 16, Procurement Unit, Lagos State Secretariat, Alausa, Ikeja, Lagos. 4.0 CLOSING DATE All submissions must be made not later than 13th July, 2017 between the hours of 8am to 4pm each day. Except, the day of closing of submission, which shall be by 12pm. 5.0 NOTATION: Notwithstanding anything contained in this Invitation for Recertification and validation, MOE is not bound to consider any application and reserves the right to accept or reject any application, at any time without any liability or any obligation for such acceptance, rejection or annulment, and without proffering any reasons therefor. Certificates may be referred to the respective issuing authority for verification and authentication. Submission of application should not be construed as being successful in this exercise. All submissions must be made only in English Language. Late submission of applications would not be entertained. Applicants may be required to make presentations upon submission of their application. These presentations will be conducted by the MOE at any specified location or premises. MOE shall not liable for any cost incurred by the applicant in preparing, submitting, discussing or negotiating any agreement with respect to this advertisement.
