The information in this presentation is intended to supplement, not replace, careful reading of the TAM. Reading the Test Administration Manual is a necessary part of preparing for EOCEP testing. School copies of the TAM have been delivered to each district. Please contact your DTC if you have not received a copy of the TAM. 11/17/2017 What’s New or Changed Algebra 1, Biology 1, and English 1 are now used for federal accountability. All students must be tested except those who are eligible for an alternate test. Several recent SCDE memos have provided details of how to code students who are not taught a traditional diploma- bearing curriculum. Test session durations in TAM Test durations for 75th percentile shown on page 17. Afternoon test sessions must be scheduled with sufficient time to allow students to finish testing in one day. Failure to provide sufficient time is a test security violation. There are some changes from Spring Slides 6-9 highlight those changes; please pay special attention to this information. Algebra 1, Biology 1, and English 1 are now used for federal accountability. All students must be tested except those who are eligible for an alternate test. 11/17/2017 What’s New or Changed ONLINE TESTING DRC INSIGHT Test Engine update Version 7.0.X Was released in Fall 2016 More information in INSIGHT Technology User Guide and in Technology Training Presentation (updated for Fall 2016) Seating charts May be returned to the SC Project Team by either or mail There is a new version of the DRC INSIGHT Test Engine that must be installed prior to testing. More information can be found in the INSIGHT Technology User Guide and in the Technology Training Presentation. Seating charts are required for all online test sessions and must be returned after testing. Seating charts should include: the layout of the testing room, student first and last name, and the form number the student was assigned. Seating charts should be given to the District Test Coordinator at the end of testing. Seating charts should not include any other personally identifying information. The procedures for unlocking tests can be found in a chart on page B-3 in the TAM. 11/17/2017 What’s New or Changed PAPER/PENCIL TESTING Separate Form A and Form C Answer documents It is important to verify students testing with a Form C test booklet have a corresponding Form C answer document. Both Form A and Form C answer documents may be returned under the same header sheet, if applicable. Beginning in Fall 2016, EOCEP will have separate Form A and Form C paper answer documents. It is important to verify that students have the correct form answer document to match their test booklet for proper scoring. Test Security Test procedures are standardized.
11/17/2017 Test Security Test procedures are standardized. Administration directions must be read as written in the TAM. Pages 2-4 of the TAM provide a list of violations that could result in criminal prosecution and/or disciplinary action to an educator’s professional certificate. The purpose of testing is to provide accurate and comparable measurements of student data. To meet that goal, test procedures are standardized. Standardization occurs when the administration directions, testing conditions, and scoring procedures are the same for everyone. When everyone follows the test administration directions and procedures as specified in the TAM, the chances of anyone having an unfair advantage are decreased. If the procedures are not followed, then the accuracy of the score interpretations are compromised. The South Carolina test security laws and regulations are printed in the TAM. Lack of knowledge of these regulations is not an acceptable excuse if test security violations occur. All TAs should be provided a TAM in advance of the testing window to allow sufficient time for reading and understanding the testing directions and procedures. EOCEP Fall/Winter STC/TA Training Tool

Test Security Most EOCEP materials are secure.
11/17/2017 Test Security Most EOCEP materials are secure. Test materials must be kept in secure, locked storage when not in use. Secure materials must not be stored in a room that has a copy machine or fax machine. Most EOCEP test materials, including test booklets, test ticket rosters, and test tickets are secure. 11/17/2017 Test Security During testing, a trained TA must be present at all times in the classroom or computer lab. If the TA must leave the room before testing begins, the test booklets, answer documents, and/or online student test tickets and test rosters must be stored securely or kept with the TA. TAs should not discuss test questions with students at any time. School personnel must not read test items at any time. Do not leave secure test materials unattended at any time. During testing, a trained TA must be present in the classroom at all times. The use of classroom or hallway monitors is highly recommended to assist with problems or a classroom emergency. If a TA must leave the room before testing begins, the test booklets, answer documents, and/or online student test tickets and test rosters should be placed in a secure, locked cabinet, closet, drawer, etc., or the TA must take these materials along when leaving the room. If a TA must leave the classroom for a brief amount of time and there are NO students in the room, the aforementioned test materials are considered secure if the door to the room is locked. Teachers should not discuss test items with students even if students ask questions about content on the tests. It is not permissible for any school or district personnel to open test booklets or access the online testing system for the purpose of reading test items. Test Security Agreement Forms
11/17/2017 Test Security Agreement Forms All school and district personnel who will have access to secure test materials are asked to sign an Agreement to Maintain Test Security and Confidentiality form. Test security forms should be signed and returned to the DTC after each person has participated in EOCEP training. Updated test security forms are for EOCEP only. All personnel who have access to secure materials must sign an Agreement to Maintain Test Security and Confidentiality form. Three types of test security agreement forms are available for district and school use. One form is for DTCs and STCs, one form is for TAs, and one form is for monitors. The form for the DTC and STC and the form for the TA are provided in Appendix A of the TAM. The form for monitors is provided in Appendix E of the TAM. Personnel must read the TAM and receive training before signing the form. Test security forms are returned to the DTC, who has been instructed to retain the forms for five years. Test Security Violations
11/17/2017 Test Security Violations If a test security violation is observed within a school, it must be reported to the STC or DTC as soon as possible. The STC and/or DTC must complete a Test Security Violation Action Form. Send the completed form to Kathryn Rhodes at the SCDE. Incidents that occur during testing may impact a student’s score. STCs and DTCs must be informed of these situations so that a decision regarding the validity of a student’s score can be made. For incidents involving student cheating, the school should follow district policies and procedures. Do not send reports of student cheating to the Office of Assessment unless electronic devices are involved in the incident. Individuals who observe a test security violation must notify the STC or DTC as soon as possible after the violation is observed. The DTC and STC are responsible for conducting a comprehensive investigation to reconstruct what occurred. If applicable, the STC should conduct student interviews and write a summary. Written statements from the students are not necessary. The STC should obtain an affidavit (a written statement of the events) from each adult involved in the situation, including the accused. Affidavits must be signed and dated, in ink, by the individual making the statement. Please use the day, month, year format when dating the affidavit. Based on the interviews, the STC and/or DTC must write a summary of the facts obtained from all persons with knowledge of the incident. The summary should not include judgments or conclusions regarding the guilt or innocence of the accused. The summary should include statements that explain how the violation was reported to the STC and information that supports or refutes the credibility of any witness. In the summary, the STC or DTC should discuss any actions taken as a result of the investigation and should indicate if the district referred the allegation to SLED. The DTC should provide the written summary, supporting documentation, and a completed Test Security Violation Action Form to the Office of Assessment. For EOCEP violations, the Test Security Violation Action Form should be typed and ed to Kathryn Rhodes at the SCDE. The remaining documents must be mailed or faxed to the department. If documents are faxed, a staff member in the Office of Assessment must be notified in advance. EOCEP Fall/Winter STC/TA Training Tool

11/17/2017 Test Security – Case 1 During an EOCEP small group administration, a student told the administrator that she had reviewed a question with her teacher, Ms. Greene, the previous day. When questioned, Ms. Greene indicated that she had reviewed ten questions from the previous year’s test with her students. She remembered the questions were ones that her students had difficulty with on last year’s exam. The following slides illustrate various test security case studies. Case number 1. During an EOCEP small group administration, a student told the administrator that she had reviewed a question with her teacher, Ms. Greene, the previous day. When questioned, Ms. Greene indicated that she had reviewed ten questions from the previous year’s test with her students. She remembered the questions were ones that her students had difficulty with on last year’s test. This scenario indicates that Ms. Greene read the test questions and was familiar with them. If this was not an oral administration, Ms. Greene should have no knowledge of the test questions. Additionally, there is the possibility that Ms. Greene reviewed her student’s answers because she indicated that she knows the items her students missed on the previous year’s test. Reviewing test questions or student answers is a test security violation. Teachers should not discuss the test items with the students even after the testing is complete and the test materials have been returned to the STC. Please remember that no one—DTCs, STCs, principals, assistant principals, guidance counselors, parents, monitors, or teachers—should review test items either before, during, or after testing. 11/17/2017 Test Security – Case 2 Several months before the test, Mr. Bright was given worksheets by another teacher. The teacher told Mr. Bright that the materials would help his students prepare for the EOCEP Algebra 1 test. Mr. Bright copied the worksheets and gave them to the other Algebra teachers in his school. The teachers used the worksheets with their students to review for the EOCEP test. After testing, one of the teachers noticed that one page of the worksheet had a footer that stated “EOCEP: Secure Test”. Case number 2. Several months before the test, Mr. Bright was given worksheets by another teacher. The teacher told Mr. Bright that the materials would help his students prepare for the EOCEP Algebra 1 test. Mr. Bright copied the worksheets and gave them to the other Algebra teachers in his school. The teachers used the worksheets with their students to review for the EOCEP test. After testing, one of the teachers noticed that one page of the worksheet had a footer that stated “EOCEP: Secure Test”. Multiple violations of the test security law occurred in this scenario. Examinees were given access to test questions prior to testing and an educator copied (or reproduced) portions of a secure test booklet. All of these are test security violations that could result in a misdemeanor conviction and fines, imprisonment, or both. In addition, the Department of Education could suspend or revoke administrative or teaching credentials of the individual(s) involved. EOCEP Fall/Winter STC/TA Training Tool

11/17/2017 Test Security – Case 3 Mrs. Cross picked up her son, Lane, from Poet High School on a day in which he had taken the EOCEP English 1 test. She asked Lane how he had done on the test. Lane told his mom that she didn’t need to worry because his teacher had helped him. Lane said his teacher walked around the room during the test, looking over the student’s shoulders at their computer screens. Occasionally, the teacher would point to an answer on the screen indicating that Lane should change his answer. Case number 3. Mrs. Cross picked up her son, Lane, from Poet High School on a day in which he had taken the EOCEP English 1 test. She asked Lane how he had done on the test. Lane told his mom that she didn’t need to worry because his teacher had helped him. Code Annotated Section (2004) states that it is unlawful for anyone knowingly and willfully to violate test security procedures. South Carolina law further states that coaching examinees during testing, altering examinees’ responses, or interfering with examinees’ responses in any way is a test security violation. 11/17/2017 Test Security – Case 4 Ms. Dixon was a first-year teacher administering EOCEP to her high school students. She seated her students in the media lab according to the seating chart she had made. She then read the directions and passed out the online test tickets. Ms. Dixon wanted to administer the test properly. Even though she had attended a pretest training workshop, she felt uncertain about whether she had delivered the directions properly. She went to the teacher next door to ask about administration directions. Case number 4. Ms. Dixon was a first-year teacher administering EOCEP to her high school students. She seated her students in the media lab according to her seating chart, read the directions and passed out the test tickets. Ms. Dixon wanted to administer the test properly. Even though she had attended a pretest training workshop, she felt uncertain about whether she had delivered the directions properly. She went to the teacher next door to ask about administration directions. Test administrators should not leave the room during a test administration. TAs should be present at all times to prevent cheating or to address questions from the students. This is one reason why it is helpful to have monitors in the classroom. Test Administrator Requirements
11/17/2017 Test Administrator Requirements A TA must meet one of the following criteria: Certified employee Critical needs teacher Substitute teacher Certified teacher with an expired teaching certificate Non-certified employee approved by the DTC Attend a training session. Sign the Agreement to Maintain Test Security and Confidentiality form. Anyone who serves as an EOCEP test administrator (TA) must be a certified employee, a critical needs teacher, a substitute teacher, a certified teacher with an expired teaching certificate, or a non-certified employee who has been approved by the DTC. Please note that a critical needs teacher must have a letter of eligibility, an interim certificate, or a critical needs certificate. A teacher whose license has expired due to retirement, change of career, etc., can be approved by the DTC as a qualified TA. A non-certified employee who is employed by the school district in an instructional capacity can also be approved by the DTC as a qualified TA. TAs must attend a training session to be eligible to administer the EOCEP. TAs must read and understand all sections of the TAM. TA Responsibilities Before the Test Administration
11/17/2017 TA Responsibilities Before the Test Administration Read the Test Administration Manual. Understand all policies and procedures. Make sure the classroom is ready for testing. Assist with the coding of answer documents, if applicable, for paper/pencil testing. Create a seating chart for each online test session. There are several responsibilities that TAs must adhere to before the test administration. 1. TAs are responsible for knowing all policies and procedures outlined in the TAM. 2. TAs must know their school’s policies and procedures for students who are tardy or sick or who cause disturbances in the classroom. Students may not have any electronic device with them while taking the tests. 3. TAs must make sure the classroom or computer lab does not have any materials displayed that may cue students during testing. Word walls, maps, globes, charts, etc. must be taken down or covered during testing. Any subject-related materials must be covered or removed from the walls, doors, desks, floors, ceilings, or windows. 4. For paper/pencil testing, TAs must assist with labeling of answer documents and coding of School Class Header Sheets if requested by the STC. TAs must also make sure that answer documents have the appropriate student identification information. Contact the STC if you have any answer documents that are damaged. 5. For online testing, TAs must create a seating chart for each test session. The seating chart must include the first and last name of each students and each student’s appropriate location within the classroom configuration. 11/17/2017 TA Responsibilities During the Test Administration Collect all prohibited electronic devices, or preferably, ask that students place their book bags and other belongings together at the front of the testing room. Hand out student test tickets or test booklets and answer documents. Follow the Administration Directions in the TAM. Ensure students are following the directions. Collect student test tickets or test booklets and answer documents. Before handing out any test materials, TAs must instruct students to put away all books, papers, class materials, and personal belongings. It is recommended that students be asked to place their bags and other belongings at the front of the testing room prior to any test materials being distributed. Student test tickets are secure materials and must be checked out and back in using a roster. TAs must not distribute student test tickets until instructed to do so by the TAM script. Ensure that each student receives the correct answer document each day of testing. Answer documents must be labeled with a Precode Label or hand-coded appropriately. TAs must follow the administration directions printed in the TAM or in the customized administration materials. Read aloud all of the script provided after the word “SAY.” The information to be read aloud by each TA is in bold lettering and in a gray-shaded box. Be sure to distribute all materials when directed to do so. The EOCEP is not timed. Allow students as much time as needed during the school day to complete each test as long as they are actively working. Do not push students to work faster. EOCEP Fall/Winter STC/TA Training Tool

Sign in secure materials on the School Security Checklist. The following are important responsibilities of the TA after each test has been administered. 1. Complete demographic information on answer documents as needed. 2. Place all nonscorable Braille materials into the original plastic bag in which they were received. The answer document must be returned under the appropriate header sheet. 3. When returning the materials to the STC, be sure to “sign in” all secure materials on the School Security Checklist. 11/17/2017 Monitor Requirements Use of monitors is recommended, and monitors must be trained. Monitors must sign an Agreement to Maintain Test Security and Confidentiality form. Monitors cannot be in rooms where their close relatives are being tested. Monitors must not be left in charge of a test administration session. Monitors help facilitate the administration of the tests and ensure that test security is maintained. If there is an emergency, the TA should remain with the students, and the monitor should leave the room. A monitor can be a teacher’s aide, a parent, other school or district personnel such as a music teacher, P.E. teacher, etc. Monitors, however, cannot serve in classrooms where close relatives are being tested. Monitors must be trained and must sign an Agreement to Maintain Test Security and Confidentiality form. The TAM includes separate training information for monitors. During testing, ensure students: Follow directions Mark their responses in the appropriate area of the answer document Use only the allowable supplemental materials specified in the TAM Do not give or receive help to or from other students Monitors may assist the TA with some of the administrative duties during testing. Monitors can help with the distribution and collection of test materials such as pencils, reference sheets, graph paper, and scratch paper. They may also ensure that each student receives the correct answer document. Monitors may check students’ coding of their name on the front of the answer document. Monitors may ensure that students are marking responses in the appropriate area of the answer document. It is permissible to alert students that their answers are being marked in the wrong section; however, it is not permissible to stop and read test items or student responses. 11/17/2017 Monitor Responsibilities Help maintain test security. Refer all student questions to the TA. Check restrooms for reference materials such as books or notes. Retrieve additional test materials from the STC if needed during testing. Serve as a messenger between the TA and the STC. Monitors should also assist in helping to maintain test security. Monitors should not answer student questions, but should refer questions to the TA. Monitors should also check restrooms before allowing students to enter. Monitors should make sure that restrooms do not contain reference materials (e.g., books, notes, writing on towels or walls). This is especially important for schools where examinees are permitted to leave the testing room early. During testing, monitors may leave the room for short periods of time to retrieve additional test materials from the STC or to relay messages from the TA to the STC, such as in the case of an emergency. The tutorial is set up in sections and includes information on test navigation and the functionality of each testing tool. The tutorial can be accessed via eDIRECT without a login. A link to the tutorial also appears on the South Carolina homepage of DRC INSIGHT after it is launched. Highly recommended that students review as much as needed prior to testing; opportunity to become familiar with online testing tools and functionality The Online Tools Training (OTT) is an opportunity for students to become familiar with the tools in the online testing engine. Students should be allowed to review the OTT as many times as desired prior to testing. However, OTT sessions should not be scheduled immediately prior to a regular testing session. A standard version and an oral administration (HVA) version of the OTT is available for each subject. Access for all versions is available via the online testing software. Access to a public URL, which can be used without installing the software, is available for the standard version only. For all versions, usernames and passwords are provided on the sign-in screen. It is important to note that the items in the OTT are not representative of an actual test. Correct answers are not provided for any OTT questions, and scores are not given. 11/17/2017 Precode All student records from the precode update file will be loaded into eDIRECT and placed into a test session. It is important to be fully prepared for online testing. School personnel, including the STC and technology coordinator, should meet to discuss an online testing plan. It is also important for the STC and technology coordinator to read the INSIGHT Technology User Guide, which contains installation instructions, hardware and system requirements, and troubleshooting tips. All personnel involved with testing should read the Test Administration Manual for Online and Paper/Pencil Testing. This is the same audio that is available on the CD-ROM. Text-to-Speech (TTS) is used for tools and help content. Schools must provide headphones for students using this accommodation. Use of a TSM is mandatory when using the online oral administration accommodation. Students with the loose-leaf accommodation can test online. If needed, students may use the loose-leaf test booklet and respond online. A paper loose-leaf test booklet will be provided for students identified as needing this accommodation. Oral administration can be used with the loose-leaf accommodation. The same features listed under oral administration are available with the loose-leaf + oral administration.
