Create & Maintain Small Businesses
Grants or loan funds Discounted rent for retail space in new developments “Local hire” for local small businesses Protections for businesses during transit construction Note: defining “Small Business” in policies is important. Local small businesses are typically much smaller than City/industry standards so the definition must be written so as to target very small businesses.

Open New Factories Public agencies buy goods from companies. Get those companies to expand or locate locally. Example: Metro rail cars: Siemens vs. Kinkisharyo Attracting new businesses to “Green Tech Corridor”
