2 Wilmington District Boundaries
Speaker: COL LANDERS Here’s what the Wilmington District looks like—it’s a two-part map. Our Civil Works territory is shown in red, and is based on Watersheds with major five river basins including the Roanoke in Southcentral VA and five multi-purpose facilities. Our wetlands regulatory mission is delineated by the political boundaries of the State of North Carolina – including all military installations. MILCON – MOTSU; & USASOC & JSOC at FT Bragg.

3 The Wilmington District AOR
Military Construction and O&M for Special Ops at Ft. Bragg Military Construction, O&M and Services for Military Ocean Terminal Sunny Point (MOTSU) Dredging along the NC Coast to include State Ports of Morehead City and Wilmington Operation and Maintenance Dredging in Georgia, South Carolina, and North Carolina. Operation of two Hydropower Plants in Virginia (Philpott and John H Kerr) Operation of five lake and dam recreational areas; 3 in NC, 2 in Va. All built for flood control. Operation of three locks and dams along the Cape Fear River Shallow Draft Dredge fleet that works from Maine to Texas Regulatory Authority for the entire state of North Carolina

5 Military Program Execution
The Wilmington District executes the US Special Operations Command (SOCOM) MILCON and SRM program at Ft Bragg, North Carolina. USSOCOM has its own budgetary authorities and responsibilities through a specific Major Force Program (MFP-11) in DOD’s budget. The SOCOM Customer at Ft Bragg includes the US Army Special Operations Command (USASOC), Joint Special Operations Command (JSOC), and a recent project for Air Force Special Operations Command (AFSOC). The entire SOCOM program at Ft. Bragg is estimated at $548M during FY15-FY20. The Wilmington District also executes the MILCON, SRM, Environmental mission, and maintenance dredging programs for Military Ocean Terminal Sunny Point (MOTSU). chris

14 Multi-Purpose Lake Projects
Philpott Lake John H. Kerr Lake W. Kerr Scott Lake Falls Lake B. Everett Jordan Lake Speaker: Cathy Multi-purpose Lakes which were built for Flood Risk Management, along with the associated missions of hydropower production, water storage, water quality management and environmental stewardship and recreation. Important to recognize that ALL the purposes of these multi-purpose projects have a variety of very interested and involved stakeholder groups working with us at all times. In particular our water mgmt team balances flood damage reduction needs with those of water quality and water storage. WILMINGTON is also the only District in SAD where the multi-purpose reservoirs are in many (4) watersheds. WE EFFECTIVELY DELIVER COORDINATED WATERSHED DECISIONS (Goal 2, example Kerr 216). Another interesting note, is that private interests are building and requesting to build hydropower add-ons to our projects after approval by the Federal Energy Regulatory Commission (FERC).
