3 I The Belt and Road Initiative The Belt and Road initiative was raised by President Xi Jinping during his visits to Central Asia and Southeast Asia in 2013. “The programs of development will be open and inclusive, not exclusive. They will be a real chorus comprising all countries along the routes, not a solo for China itself.” The silk Road Economic Belt concept was introduced by Chinese President Xi Jinping during his visit to Kazakhstan. In a speech delivered at Nazarbayev University, Xi suggested that China and Central Asia cooperate to build a “Silk Road Economic Belt”. Later Xi proposed to build "21st-Century Maritime Silk Road" in Southeast Asia. On March 28 of 2015, while addressing the opening ceremony of the 2015 annual conference of the Boao Forum for Asia, President Xi Jinping said, “The programs of development will be open and inclusive, not exclusive. They will be a real chorus comprising all countries along the routes, not a solo for China itself,”

The Belt and Road Initiative Policy Coordination Facilities Connectivity Unimpeded Trade Financial Integration People-to-People Bonds Countries along the Belt and Road have their own resource advantages and their economies are mutually complementary. Therefore, there is a great potential and space for cooperation. They should promote policy coordination, facilities connectivity, unimpeded trade, financial integration and people-to-people bonds as their five major goals, and strengthen cooperation.

The Belt and Road Initiative AIIB Financial Support Silk Road Fund Other financial support, i.e. CDB, EXIM Bank The financial support mechanism of the Belt and Road Initiative is starting to work. Asian Infrastructure Investment Bank (AIIB) started to operate at the beginning of this year. Silk Road Fund formally launched its first batch of investment projects. China Development Bank and Export-Import Bank of China also serve to provide financial solutions. Countries along the line are actively discussing the establishment or the expansion of bilateral cooperation funds of all kinds. Financial cooperation is unfolding quickly, which provides strong support for the construction of important projects.

China has signed government agreements on jointly building the Belt and Road with 34 countries. With joint efforts, China has built 46 industrial zones in 17 countries along the routes. Under the Belt and Road Initiative, Chinese enterprises have made a total investment of over 14 billion U.S. dollars and created 80,000 local jobs. Major infrastructure projects in countries along the routes have been launched recently.The China-Pakistan Economic Corridor, which has been called "the first movement of the symphony of the Belt and Road Initiative" by Chinese foreign minister Wang Yi, is the demonstration project and the first milestone in the implementation of the initiative.Construction of the Jakarta-Bandung high-speed railway in Indonesia have started, and China-Laos Railway is expected to begin constructing in December this year. China's technological and management advantage in transportation infrastructure construction, especially high-speed railways, can effectively meet demands of the countries along the routes. As a key area of China-ASEAN cooperation, production capacity cooperation is also an inherent part of the joint construction of the Maritime Silk Road between China and neighboring countries. Joint Statement between China and ASEAN on Production Capacity Cooperation was issued at the Commemorative Summit Marking the 25th Anniversary of China-ASEAN Dialogue Relations, which serve as an important guide for production capacity cooperation between China and ASEAN countries. At present, bilateral production capacity cooperation is in the ascendant, and preliminary results have been achieved in a batch projects, such as China-Belarus Industrial Park, China-Indonesia integrated Industrial Park, and China-Kazakstan Horgos Frontier International Cooperation Center, etc. Till now, the AIIB has lended US$829 million constructing 6 projects in five countries of Bangladesh, Indonesia, Pakistan, Tajikistan, and Myanmar, involving power stations, Power Transmission facilities, and roads, etc.

7 II The Initiative and the Philippines The philippines China and the Philippines were linked by the ancient Maritime Silk Road, and should be united as natural partners by the 21st-Century Maritime Silk Road. The Philippines is a very important country along the route of the Belt and Road. China and the Philippines were linked by the ancient Maritime Silk Road, and should be united as natural partners by the 21st-Century Maritime Silk Road. We should promote policy coordination, facilities connectivity, unimpeded trade, financial integration and people-to-people bonds as our cooperation priorities. Specifically speaking, we need to enhance bilateral trade. China is ready to import more from the Philippines, particularly agricultural and fishery products that can directly benefit the farmers.

II The Initiative and the Philippines Chinese Zheng He brought goods and skills to the Philippines. Philippine sweet potatoes saved many lives in ancient China, and left with us all kinds of delicious food made from sweet potatoes. Zheng He, formerly known as Cheng Ho, was a mariner, explorer, diplomat, and fleet admiral during China's early Ming dynasty. Zheng He commanded expeditionary voyages to Southeast Asia. He set up and consolidated the Maritime Silk Road, and enhanced the trade relations between China and Southeast Nations. Throughout his travels, Zheng He liberally dispensed Chinese gifts of silk, porcelain, and other goods. He taught local people constructing and digging wells, which had improved the living conditions of Southeast Nations. Local people loved Zheng He for what he had done, and addressed him as “Sanbao”. Many places are named after him, like Zamboanga City of the Philippines. Xianshu Pavilion is located in Fuzhou, Fujian province of China. It was constructed in honor of a Philippine merchant. A merchant named Chen Zhenlong in Luzon saw sweet potato in the Philippines, which is easy planting and nutritious. He secretly brought the plant of sweet potato to China although the Spanish governor forbade do so. The sweet potato was planted in Fujian afterward. Later, when a terrible famine happened, the sweet potato saved many lives. The local governor of Fujian then formulate the first book on sweet potato, and set up pavilions to remember merchant Chen Zhenlong and the local governor Jin Xuezeng In the ancient time, Chinese Zheng He did bring goods and skills to the Philippines, and sweet potato from the Philippines did save many lives in China, and left us all kinds of delicious food made from sweet potatoes.

At present, the Senate hasn't ractified the entrance of Philippines into AIIB, neither has the Philippines finished the process of Paid-in Capital. If the whole process can’t be finished before the end of this year, the Philippines will lose the status of founding member.
