1 THEORETICAL FRAMEWORK AND SURVEY QUESTIONNAIRE
Predrag Cvetičanin

2 FORMAL AND INFORMAL INSTITUTIONS IN WB SOCIETIES
The starting point of our research was the insight that as Western Balkan countries (Bosnia and Herzegovina, Montenegro, Serbia, Macedonia, Kosovo and Albania) move closer to the European Union, paradoxically, the gap between formal and informal institutions is not getting smaller, but, in fact, is growing ever wider.

3 THE OBJECT OF STUDY The object of our study are the processes of institutional change in the European integration of Balkan societies resulting from interaction between new “EU-like” formal institutions and informal institutions shaped in part by cultural tradition, in part by experiences from the socialist period, and mostly by adjusting to, confronting, and evading the formal rules of the emerging game.

4 THE KEY RESEARCH QUESTION
The key research question is to what extent the harmonization and transposition of EU rules and regulations within the national legal, political and economic systems in the SEE societies lead to substantive changes in practices and procedures or alternatively to what extent the imported rules remain “empty shells” with little influence in social life.

5 Gap 1: Between rules and constraints
Gap 2: Between formal constraints and informal constraints Gap 3: Between constraints and practices Gap 4: Between constraints and resources Gap 5: Between EU acquis communautaire and the social values and norms in the SEE societies.
