1 Structured Training Program
When we were told we were doing presentations for the 30th anniversary, I didn’t think that it would be such a big task to consolidate all those years into a ten minute presentation. I’ve been with the department for 32 years and with training for 28 of those years so, I know what we did, but looking back through it, I realized just how much our little unit did over that time. So I’m going to tell you a little about what we do, our history, and some of the highlights. I’ll probably leave some things out that I shouldn’t but I’m going to try to at least cover all of the major projects that took place.

2 Structured Training Program
The DOTD Structured Training Program is a department- sanctioned, progressive training curriculum that requires specific work-related training be completed at each level of an employee’s career path. Right now there are nine people in the unit, including 2 engineer tech dcls

There are presently five Structured Training Program areas: Construction and Materials Maintenance Headquarters Workforce Development Management Development Tech DCL training liaison

4 Structured Training Program Construction and Materials
Established in 1974 Manages the Inspector/Technician Certification program for DOTD and the Louisiana Transportation Industry Develops construction and materials training manuals Oversees development of Quality Assurance manuals Incorporated new federal guidelines, based on CRR23 Part 637, that required all states have a certification/qualification program for technicians by the year 2000

5 Structured Training Program Maintenance
Maintenance Structured Training was finalized and effective in 1994 Focuses on the development of new job-specific courses related to job functions, work processes and safe operation of equipment used by maintenance field personnel. Courses promote awareness of safe practices and attitudes needed for maximum job performance

6 Structured Training Program Maintenance
In 1993, the Rebuilding Opportunity and Development (ROAD) program was implemented It was established to offer employees the chance to improve their basic literacy skills by granting work release time to attend GED classes or one-on-one tutoring sessions to learn to read. Initially, 360 employees took advantage of the program Over the course of seven years, there were 97 GED recipients.

Oversees the DOTD Management Development Structured Training Program Includes the Engineering Technician Supervisory Training Program Oversees the Civil Service Supervisory Program Makes sure all employees are in correct programs Develops course materials and teaches select classes

8 Structured Training Program Headquarters
Established in 2002 Assists Section Heads and designated Section Training Liaisons in providing their employees with their structured training Participates in the monthly HR Orientation session for new employees Holds testing sessions 3 times a month Checks training for HR for personnel actions and PES Coordinates classroom training for various classes Does exception reports for training when needed

9 Structured Training Program Workforce Development
Serves as liaison to LTRC Transportation Curriculum Council (TCC) Oversees planning of two to four council meetings per year Collaborates with District Administrators and Section Heads to support staff development, training, and planning Responsible for training newsletter             Last Year: The LTRC Transportation Curriculum Council (TCC) held its first meeting on September 1, The purpose of the committee and related subcommittees is to advise and assist LTRC in the identification, prioritization, development, evaluation, and implementation of transportation related technology transfer, training, work development, and educational services for DOTD and its public and private transportation industry partners.  The Workforce Development program has the responsibility of helping to schedule and facilitate subcommittee meetings, distribute the meeting minutes to the appropriate people, and provide any support services needed by the subcommittee.  It also has the responsibility of scheduling and planning each TCC Committee meeting. 2012/2013 The LTRC Transportation Curriculum Council (TCC) held its first meeting in September 2010 and continues to meet quarterly. The council’s main focus is to provide employees with the needed skills to perform their jobs with safety as a priority. It has an active council consisting of 12 members from Louisiana State University, transportation partners and DOTD management. There are six subcommittees from: Engineering, Operations, Multimodal Planning, Management and Finance, Core Skills and Leadership and Outreach. Over the last year the TCC with the assistance of the LTRC training team have reviewed and updated a myriad of DOTD’s Structured Training Programs (STPs) in addition to adding, deleting and creating new training. This is an ongoing process to meet the needs of DOTD.

10 Structured Training Program Workforce Development
The Transportation Curriculum Council was formed to advise and assist LTRC in the technology, transfer, and training area.  Established in 2010 The council is composed of subcommittees with members from various technical disciplines throughout the department as well as members from LSU and industry.  Each subcommittee has a member from LTRC First task of the council was to revise all Structured Training Programs and create new ones where needed Revised, condensed, and combined 150 STPs into 94. Created a new STP for Administrative Assistants/Coordinators

11 Structured Training Program
2002 – The section underwent a major reorganization This resulted in the creation of new positions that allowed more upward mobility in the section 49 Structured Training Programs, affecting over 1150 employees were revised and PPM No. 59, Work Force Development was created. PPM No. 59 consolidated all existing policies governing structured training under one directive. Structured training became mandatory for career advancement, with penalties for non-compliance.

The ETRN learning management system was created and used for over 30 years We began supporting research projects with training, such as training on the California Profilograph During these years, approximately 6000 people with the department

The staff expanded and we hired our first man A photographer/videographer was hired Laboratory training and certification was implemented Began Safe Operating Checklists for maintenance equipment Began an ill-fated effort to convert training to metric Superpave training began

14 Structured Training Program
LTRC and District Training staff received the CPTP Teaching and Learning Certificate Created the Administrative Manual for Inspectors and Technicians in conjunction with the new federal requirements for certification Construction certification fees for non-department employees were raised from $ to $800.00 Implemented EDSM III.I.I.26 to establish the DOTD Certification Committee Grew from 3 to 6 people Oversees all certification business

15 Structured Training Program
present Refined and revised our Superpave Training from self-study to instructor-led Implemented on-line testing for course manuals Engineer Intern STP was created in 2005

16 Structured Training Program
2010 – 2015 Moved training records from the ETRN Learning Management System to the LSO Learning Management System Coincided with TCC mandate to revise all Structured Training Programs Began with redefining and entering all of our course materials into LSO Moved all of the CPTP records then our Management Development program records Moved HR and Loss Prevention records next Moved all 94 Structured Training Programs as they were revised

17 Structured Training Program
Approximately 250,000 training records had to be moved from one system to the other Approximately 7500 program subscriptions Trained district training and HQ section personnel in use of the new system
