3 Health and Safety Summit
MHSC MANDATE Advise the Minister on all occupational health and safety issues in the mining industry relating to legislation, research and promotion. Review and develop legislation (regulations) for recommendation to the Minister Promote health and safety culture in the mining industry Oversee research in relation to health and safety in the mining industry Liaise with other bodies concerned with health and safety issues Host a biennial summit to review OHS performance in the mining industry 2016 Mine Occupation Health and Safety Summit 3

TARGET Elimination of Fatalities Have ZERO Fatalities by 2020 Reduction of Serious Injuries 20% Yearly reduction of injuries by 2016 Reduction of Lost Time Injuries From January 2017, 20% reduction yearly. 5

6 2014 OCCUPATIONAL HEALTH MILESTONES
TARGET Elimination of Occupational Diseases. By December 2024, 95% of exposure measurement should be below the exposure limit of Silica, Coal and Platinum Dust Elimination of Noise Induced Hearing Loss Quietening of Equipment By December 2024 , the total operational or process noise emitted by any equipment must not exceed a milestone sound pressure level of 107 db. For The Individual By December 2016, no employees standard threshold shift (STS) will exceeds 25 db. from the baseline when averaged at 2000,3000 and 4000 hertz in one or both ears. Reduction and Prevention TB By December 2024, the TB incidence rate should be at or below the National TB incident rate. Reduction and Prevention of HIV and AIDS 100% of employees should be offered HIV Counselling and Testing (HCT) annually with all eligible employees linked to an Antiretroviral Therapy Treatment (ART) Programme as per the National Strategic Plan (NSP). 6

CTF MILESTONE TARGET The Leadership Pillar By December 2020 these pillars must be 100% implementation of the following Pillars The Risk Management Pillar The Bonus Performance Incentive Pillar The Diversity Management Pillar The Leading Practice Pillar The Data Management Pillar Integrated Mining Activity Pillar After December 2020, these pillars will be implemented. The Technology Pillar The Inspectorate Pillar Tripartism Pillar Regulatory Framework Pillar The South African Mining Industry will be safe, healthy and productive with risks controlled at their source through collaborative action from all the tripartite stakeholders. The collaborative efforts will strive to ensure that through a learning and participative culture where everybody is treated with care, dignity and respect. At all times, clear standards will be enforced by effective regulator mechanisms through fair sanctions that drive performance improvements focussed on determining the root cause rather than assigning blame. 7

37 CONCLUSION The milestones were developed collaboratively between the stakeholders agreed upon by our Principals in 2014 Summit Action plan developed currently being implemented (Various initiatives and projects) Milestones Progress review on the 17 & 18 November 2016 Summit Adoption of MHSC OHS leading practices from research through collaborative efforts Mining with nest and bolts to deal with fall of ground. Proximity detection systems (PDS) to deal with transportation and mobile machinery Trigger Action Response Plan (TARP) to deal with entry examination and making safe Unfortunately exposures to occupational hazards and loss of lives remains unacceptable!! 37

38 WAY FORWARD Tripartite Stakeholders are expected to:
Assess interventions currently used and an analysis of what worked and what did not. What can the different stakeholders collectively and individually do in bringing about a step change to improve the industry OHS performance and harness the achievement of Summit milestones and targets? Exploring new ways to address the OHS Challenges. 38
