2 The SB in the EA Who is the SB?
The employer of the personnel required for its operation and that of its schools and centres (s. 259 EA). The authority holding the power to make a decision (depending on the situation): Council of Commissioners : Decides on the strategic directions and priorities of the SB and ensures compliance to the law. Director General: Responsible for the management of the staff and of the day-to-day operations of the SB. Executive Committee and Executive Staff : Decide acccording to the powers Council delegated to them. School Principals and Centre Directors : Make decisions as academic and administrative directors of their establishment (ss and EA).

4 Council of Commissioners
School commissioners determine the orientations of the school board, taking into consideration the interests of the students, parents and electors of their community. Since the school board is an autonomous local government, the commissioners, who together make up the council of commissioners, exercise responsibilities comparable to those of municipal councillors. The council of commissioners usually meets once a month. Since the elected officials represent their community, they must take the time to become familiar with the issues that concern them and to inform parents, electors, the governing boards and the community as a whole of the decisions taken.

5 Commissioners The members of the council of commissioners shall exercise their functions and powers with a view to improving the educational services provided for by the Education Act and by the basic school regulations made by the Government. To that end, the role of the members of the council of commissioners includes (1) informing the council of the needs and expectations of the population of their electoral division or their sector, as part of their contribution to defining the school board’s directions and priorities; (2) seeing to the relevance and quality of the educational services offered by the school board; (3) making sure that the school board’s human, material and financial resources are managed effectively and efficiently; (4) carrying out any mandate entrusted to them by the council of commissioners, on a proposal by the chair, for the purpose of providing information to the other council members on any specific matter

7 Roles and Responsibilities of the DG
The DG has the full responsibility to implement programs and services as well as manage the resources of the SB in order to maximize the execution of the decisions adopted by resolution of Council or the Executive committee. The DG is responsible for deciding on the means, procedures and directives required to achieve these goals efficiently. He must render account of his management to Council or, as the case may be, to the Executive Committee (s. 202 EA). All delegated powers (other than to the Executive Committee) are under his direction. The DG is responsible for: Managing the day-to-day activities and resources (including the HR) of the SB; As stated in the EA, assuming the direction of different SB committees (ex: AACP, RAC); Advising and providing assistance in the redaction of by-laws and policies as well as throughout the decision-making process of Council.

8 Roles and Responsibilities of DG
Day-to-day management by DG (s. 201 EA) versus administration of the SB by Council (s. 143 EA): The EA indicates that the day-to-day management of operation and resources of the SB is a specific function assigned to the DG, it cannot be accomplished by Council nor delegated to the Executive Committee. How is day-to-day management defined? Generally, the activities of planning and working towards the accomplishment or completion of stated goals, objectives and mission of a group or organization.
