Early Learning Program Theory of Action
Our Theory of Action for the program guides our continuing efforts to ensure that all our programs are high quality , with the final belief and expectation that ALL students will have access to high levels of educational success in social, emotional, behavior as well as academic readiness skills. If we develop a culture where every adult in the program and the greater community act upon the belief that ALL students are capable of learning at higher levels, then ALL our students will be exposed to greater opportunities and support necessary for school success. If we ensure by providing needed Professional Development opportunities that supports rigorous, research based curricula, taught to meet student individual needs for program staff, then we will be able to provide ALL students with accelerated learning and close the identified achievement gaps If we engage in a deep and continuous process of data-driven decision-making with the best interests of our students in mind, then we will expand successful programs and support our areas in need.

FAQ contd. Is there an intra-district transfer policy and or process for TK similar to what we have for K-12? There is no intra-district transfer policy since we only have a limited number of TK school sites. The parents can enroll in another school site only if their resident school is already full. There are some cases when parents didn’t want to enroll in their TK resident school even if there are still available slots. Some parents have stated the varied reasons.
17
TK- FAQ contd. what is existing practice of staff when addressing parent requests for TK site transfers? TK school site handles the enrollment. They are instructed to refer parents to another school if their slots are already filled up and should not keep a wait list. However, parents would rather wait until someone withdraws an application or a no-show on the first week of classes. Also, some school sites give preference to their residents first before they accept non-residents. Currently, there is no cut-off date. It can take longer for these residents to enroll and the non-residents who want to enroll are left hanging.
18
FAQ Contd. Lastly, what are the current enrollment numbers per site for of today? Bayview, Harding, Lupine, Olinda & Shannon are full.
