New York State Energy Research and Development Authority (NYSERDA), public benefit corporation that offers objective information and analysis innovative programs technical expertise funding to help New Yorkers increase energy efficiency, save money, use renewable energy, and reduce their reliance on fossil fuels PathStone is the Constituency-Based Organization (CBO) operating in the Finger Lakes Region Monroe County Orleans County Genesee County Wyoming County Livingston County Wayne County Ontario County Yates County Seneca County

PathStones Role: Free consultation for homeowners Customer support Assistance with NYSERDA programs: Home Performance with ENERGY STAR® Program- income based loans Assisted Home Performance with ENERGY STAR Program- 50% matching subsidy EmPower NY- free electrical reduction and insulation Help evaluating options and financing (585) or

5 NYSERDA Overview Free assessments for those who make less than $134,000 a year. Program is household size and Income based 50/50 Matching subsidies of up to $4,000 for homeowners $8,000 for landlords and based on occupants income. Low interest loans with rates as low as 3.49%. Who qualifies? 1-4 unit residential properties; primary residence and/or rental property All heating fuel types (Electric, gas, oil, propane, etc.) Structure must be in New York State Customers of major utilities (RG&E, National Grid, NYSEG) Must use BPI-accredited contractors participating in Program

7 Eligible Measures Prequalified Measures: Items not covered:
• 95% Efficient Gas Furnaces, 85% Efficient oil furnaces • Programmable Thermostats • Insulation where levels fall below current program minimum levels • Air sealing • Water pipe Insulation • ENERGY STAR certified Refrigerators, Freezer, Dehumidifier • CFL and LED light bulbs that are ENERGY STAR certified • Most on demand and power vented water heaters Measures which must pass cost-effectiveness screenings: • Central Air Conditioners • Windows, Storm Windows, Doors Items not covered: • Roofs, painting, structural or cosmetic improvements

9 City Grants PathStone Administers
Rochester City Lead Grant Eligible for City Residents only 1-4 unit residential structures Available to both landlords and homeowners Priority given to homes where children under the age of 6 reside Program is household size and income based *PathStone process paperwork only*

How the Program Works: Complete application Must be up to date on City/County Taxes and Mortgage After eligibility approval City schedules risk assessment of property. Identify lead hazards and how should be best addressed. City helps find contractor to remediate lead After work is complete City test property to make sure fits safety measures.

What is provided: City provides lead hazard control assistance for 1-4 unit structures, Landlords are required to contribute 10% of the project cost and assistance is available to homeowners without repayment. Typical work activities include: Windows Entry doors Porch repairs or replacement Paint stabilization Bare soil treatment General rehabilitaion

13 Summary PathStone HRES Department wants to help connect our residents to as many programs as possible. Having access to so many programs and access to financing options in one location helps take the burden off our clients and other agencies during the referral process
