5 WHAT DO ACGM, CIP, GIPWE, THECB, SACSCOC, AND WECM STAND FOR?
(Guidelines for Instructional Programs in Workforce Education) ACGM (Academic Course Guide Manual) CIP (Classification of Instructional Programs) Developed by the U.S. Department of Education's National Center for Education Statistics (NCES) SACSCOC (Southern Association of Colleges and Schools Commission on Colleges) THECB (Texas Higher Education Coordinating Board) WECM (Workforce Education Course Manual)

6 Why Program Change? To keep in compliance with SACSCOC and THECB guidelines To respond to industry/business trends To provide industry certifications to students To keep degrees and certificates updated with most current course content

7 What to Check for in a Program Revision (Cultivation)
Changes in courses: WECM and ACGM Local Need Courses - check WECM for replacements GIPWE – lecture/lab hour configurations, general education course hours (for AAS degrees) Advisory Board Committee meeting minutes Course Prerequisites in the Degree Plan To cultivate or grow your program, check WECM and ACGM for course deletions, changes in course descriptions, contact hour ranges, course titles, learning outcomes.

FOR CTE: Do not copy and paste the web catalog version (see next slide). Use MS Word document as base file to make changes/revisions. AAS (60 SCH) - TSI required C1 certificate (16-42 SCH) - TSI waived C1 certificate (30-42 SCH) - TSI waived C2 certificate (30-51 SCH) - TSI required Advanced Technical Certificate (16-45 SCH) - TSI required Enhanced Skills Certificate (6-12 SCH) - TSI required CTE AWARD (appears on THECB program inventory) Skills achievement award (5-14 SCH) – TSI waived Occupational skills award (9-14 SCH) – TSI waived INSTITUTIONAL AWARD (does not appear on THECB inventory)

14 Characteristics of an AAS Degree
Colleges in DCCCD offers over 300 CTE awards 75 are Associate of Applied Science Degrees DCCCD AAS degrees are made of 15 SCH of General Education Core made up of courses in English, Speech, Humanities/Fine Arts, Social/Behavioral Science, Math/ Natural Science to meet SACSCOC requirements 45 SCH are required career technical content in the specialty area Exception would be content specialty could include liberal arts content ( example: criminal justice)

18 WHEN ARE PROGRAM REVISIONS REQUIRED?
THECB REVISION CHANGES (require THECB submission/approval) - APPEAR ON THECB PROGRAM INVENTORY - Change in CIP Code, change in Award Name Change in credit hours in award. - Length of award changed by 1 Sem or more Close award (requires SACSCOC approval). - Change status of award from C1 to C2 or vice versa Reactivate award (within three years of deactivation). - Addition of new local need course not in colleague Deactivate award (suspend new-student enrollment). - Addition of new special topics course not in colleague - Addition of Advanced Technical Certificate. - Change in credit hours in an award Close an award (requires SACSCOC approval). - Length of award changed by 1 Sem or more Change status of award from C1 to C2 or vice versa. - Change in CIP Code, Change in Award Name Reactivate award (within 3 yrs of deactivation). - Addition of new special topics course not currently setup in colleague. - Addition of new local need course not currently setup in colleague. NEW PROGRAM (require THECB submission/approval) - APPEAR ON THECB PROGRAM INVENTORY - Create certificate, AAS, or Advanced Technical Certificate that is new to college inventory or has been deactivated for over 3 yrs. - Create certificate, AAS, or Advanced Technical Certificate in a program for which the college has no current offerings on inventory. - Create an AAS in a program in which the college currently only offers certificates. LOCAL REVISION CHANGES (DO NOT require THECB submission/approval) - APPEAR ON THECB PROGRAM INVENTORY - Substitute WECM courses for other WECM courses Substitute ACGM courses for other ACGM courses. - Automatic THECB closure (within 3 yrs of deactivation) No change to the credit hours in award. LOCAL REVISION CHANGES TO INSTITUTIONAL AWARDS (not recognized by THECB) - DO NOT APPEAR ON THECB PROGRAM INVENTORY - Occupational skills awards (CEU contact hours; credit SCH). - Skills achievement awards (credit SCH).

NOTE: These forms are initiated by the CTE Curriculum Chair. Descriptive Paragraph Form (to revise/add an award’s description on web catalog) Program Revision Form (for local submissions). Cover page for local revisions. CTE Course Description Form (to add and/or revise a course description) Local Need Course Form (identified by the 3 digit as “7”). Must be approved by THECB unless course is setup in colleague. Special Topics Course Form (identified by the 3 digit as “9”). Approved by THECB. Colleague Form (to add new course or update/revise course in colleague) Remove Colleague Form (to remove course from course description section of web catalog). Does not expire course in colleague.

21 PROGRAM REVISION PROCESS
What occurs after curriculum chair and/or continuing education dean submits a revision to District Office of Workforce Education? STEP 3: District Office of Workforce Education (DOWE) submits revision to curriculum chair for first review STEP 1: Teresa’s review STEP 2: Joyce’s review First review Second review (if needed) Checks all resources (web catalog, THECB program inventory, THECB course inventory, DCCCD certificate guidelines, GIPWE, etc.) are in compliance. Checks each WECM course and academic course is consistent with WECM, ACGM, web catalog, and colleague. Determines if revision requires THECB submission. First review Second review (if needed) Checks state guidelines, SACSCOC (the accrediting agency for DCCCD), and other agencies to confirm DCCCD is in compliance to regulations. Each DCCCD is separately accredited. Curriculum chair reviews 1st revision draft before finalized. Second and third revision drafts might occur at this point.

What occurs after curriculum chair and/or continuing education dean submits a revision to District Office of Workforce Education? STEP 4: (local submissions) 1A: District Office of Workforce Education (DOWE) receives final approval from Curriculum Chair to process revision STEP 5: (THECB submissions) 1B: District Office of Workforce Education (DOWE) receives final approval from Curriculum Chair to process revision REVISIONS REQUIRING THECB APPROVAL DOWE submits revisions to THECB for approval and checks periodically on THECB approval notice. Once DOWE receives THECB approval, DOWE verifies all required paperwork received from curriculum chair is correct and is then processed (includes course description(s), revised award(s), descriptive paragraph(s), etc.) DOWE inputs revised courses/new courses into Colleague. DOWE verifies Collegiate Academy Information is correct. DOWE verifies and prepares report for Financial Aid for the Department of Education (DOE). LOCAL REVISIONS NOT REQUIRING THECB APPROVAL DOWE verifies all required paperwork received from curriculum chair is correct and is then processed (includes course description(s), revised award(s), descriptive paragraph(s), etc.) DOWE inputs revised courses/new courses into Colleague. DOWE verifies Collegiate Academy Information is correct. DOWE verifies and prepares report for Financial Aid for the Department of Education (DOE).

STEP 7: District Office of Workforce Education (DOWE) submits revision (includes awards, course descriptions, revised descriptive paragraph) to Online Catalog Production Team (OCPT) for web catalog posting. STEP 6: District Office of Workforce Education (DOWE) submits revised/new award(s)/courses to District Degree Audit to code in colleague. REVISION CYCLE STARTS AGAIN

25 WECM CHANGE Changes to CE courses will no longer be based upon CIP Cycles ( 3- 4 years) Adding new WECM Courses or updating content can be “triggered” by WECM Comments Change from grant funded process to a legislative mandate and THECB policy Change for WECM Leadership group to a WECM Advisory Committee under the Board of THECB authority 20 Members representing credit CTE faculty, CE administrators, CTE administrators, and TACE, TACTE representatives

You don’t have to get a four –year degree to make a good living. There are 30 million jobs that don’t require a bachelor’s degree – average earning is 55K 16 million of these jobs pay more than 55K Georgetown study- 28% of people with Associate Degrees from Community Colleges have better jobs
