Summary of Targets:
4.1 Complete free primary and secondary school for all
4.2 Access to early childhood education and care
4.3 Affordable quality technical, vocational, tertiary, and university
4.4 Skills for employment and entrepreneurship
4.5 Eliminate gender disparities and equal access
4.6 Ensure all youth and “most” adults have numeracy and literacy
4.7 Knowledge and skills for sustainable development
Plus – equity, scholarships, increased quality teachers etc.

GCED
ESD
In target 4.7, GCED and ESD are recognized as mutually reinforcing approaches:
Both prioritize the relevance and content of education in order to ensure that education helps build a peaceful and sustainable world.
Both emphasize the need to foster the knowledge, skills, values, attitudes and behaviours that allow individuals to take informed decisions and assume active roles locally, nationally and globally.
Each has its own distinct thematic areas of focus.

5. UNESCO Almaty’s Past Activities on ESD and GCED
Capacity development of educators:
In 2015, UNESCO-APCEIU Central Asian workshop on GCED for UNESCO Associated Schools Project’s (ASP) coordinators, ASP school directors, teachers, and psychologists (Almaty, Kazakhstan)
In May 2016, UNESCO Almaty and National In-service Teacher Training Centre’s “Orleu” working meeting on SDG 4 and GCED for representatives of local In-service Teacher Training Institutes from 12 provincial branches in Kazakhstan.
In September 2016, UNESCO-APCIEU sub-regional workshop on implementing ESD and GCED to achieve SDG 4 target 4.7 in Central Asia (Almaty, Kazakhstan)

6. UNESCO Almaty’s Activities on ESD and GCED in 2017
Communication plan to strengthen advocacy and awareness on ESD and GCED
Sub-regional workshop with MoEs, teacher education institutions and universities on ESD Change project approach
Follow-up workshop to review ESD implementation and to train other teacher education institutions
Sub-regional workshop to teacher training institutions on mainstreaming GCED in primary and secondary education (with back-to back training for journalists)

SDG 4 Nationalization - Key Concerns
systematic integration into existing national education sector plans, financing and monitoring processes
locating the entirety of SDG4-Education 2030, under the overall framework of the countries’ sustainable development policies, plans and programmes
mobilizing and engaging all stakeholders to contribute to its implementation
developing regional and national monitoring and reporting mechanisms alongside global monitoring
Translating the SDG 4 targets into national priorities will require their systematic integration into existing national education sector plans, financing and monitoring processes. It will also require locating the entirety of SDG4-Education 2030, under the overall framework of the countries’ sustainable development policies, plans and programmes. Ideally, all stakeholders: government,
international development agencies, civil society, private sector and others will need to be mobilized and engaged to contribute to its implementation. Therefore, coordination and partnership mechanisms must be developed at the national and sub-national levels to support the implementation of SDG4-Education Regional and national monitoring and reporting mechanisms are critical alongside global monitoring.
