5 Allotment/e-Transfer Moving Forward -- New Paradigm
MoHFW Budget District Health Society E-Allotment Reconcile A/cs Internet e-Transfer & NET Banking Digital signature/ encryption The electronic exchange of official documents began on a trial basis in July 2000, and today all government agencies, including local governments, have implemented electronic official document exchange. The promotion of electronic official document exchange has raised the widespread use of groupware applications in government. This step has not only drastically reduced document transmission time and raised the level of office automation; it was also regarded as a very important e-government killer application which effectively enhanced the information literacy inside government. As of November 2005, 78% and 63% of official documents were exchanged electronically in the central and local governments, respectively. According to statistics from the RDEC, about 100 thousand documents every day are exchanged electronically, a total reduction in annual postage costs of around USD 3.5 million. 10 New Financial Management System
As per GOI directions, Govt. of UP started new financial management system with effect from 1st April 2007 Under new financial management system GoUP started new banking system with State Bank Of India and web enabled MIS system with NIC Under new banking system group accounts have been opened for State Health Society/ District Health Society and other subordinate levels in a record time of one month in SBI.

Bank has opened around 930 group accounts at various levels in the CBS branches in the whole state even at village level. e-transfer of funds from one account to another between branches in seconds even at the block/village level. Provision for Super Enquirer enabling enquiry/ access for all the Mission accounts at all levels-state/Distt./Block by Top authorities. All accounts are under group structure with one main accounts and nine sub accounts.

All the sub accounts will be operated jointly by Finance Controller and Concerned State Programme Officer at the State Level, by CMO and District Level Programme officer at the district level and by MO I/C and other medical officer looking after the programme at PHC/CHC level. GoUP has issued details guidelines on for operating these accounts.

15 Web Enabled FMIS The web enabled solution has been jointly developed by NIC and Department of Family Welfare, GoUP. The solutions caters to the needs of efficient, transparent and accurate. management of Finance at various level. The solution has been categorized in three layer solution.

20 Sustainability Synergy between different stakeholders and implementation agencies is the key to project sustainability. Software Development is a small part undertaken by NIC (National Informatics Centre, GoI). Department of Medical Health and Family Welfare, Government of UP is the implementation agency and numerous GOs have been issued driving the mission forward.
