Legal and Regulatory Framework
2 Legal and Regulatory Framework Laws Republic Act Standards, Rules and Regulations, Admin. Orders Guides, Regulatory Bulletins, Information Notice Republic Act 2067 known as the Science Act of 1958 Republic Act 5207 of 1968 also known as An Act Providing for the Licensing and Regulation of Atomic Energy Facilities and Materials Executive Order 128 of 1987 Code of PAEC/PNRI Regulations (promulgated by PAEC/PNRI Director) Consists of Parts 0-27 Covers radiation protection, transport, security and fees and practice specific administrative and safety requirements Establishment of such a system requires, among other things, the existence of a 1. legislative framework for safety (relevant laws and regulations), 2. establishment of a national infrastructure for control of radiation sources (an operational regulatory body with sufficient resources as well as qualified and adequate staff), 3. the implementation of regulatory control activities (such as authorization, inspection and enforcement). Based on IAEA and USNRC CFR & Guides

Customization Strategies
12 Customization Strategies One focal person from Regulatory Division to interface with IT group in providing specification requirements on customization Internal to RAIS Simplifying queries to directly load only needed information, reducing processing time Adopt naming convention for query names to differentiate original queries from modified queries External from RAIS Calling PHP programs to generate country specific reports

WHY RAIS? FREE Based on IAEA Safety Standards Web-based Customizable
Internal External (proprietary + open source) ”Do not reinvent the wheel”
28
ROAD TO RAIS Find a CHAMPION to adopt RAIS
Convince regulatory group adopt RAIS vs. building a new system Get SUPPORT from MANAGEMENT Acquire resources (people + IT equipment) Data Migration Adapting RAIS to national requirements
29
By 2018 WAY FORWARD for RAIS Use RAIS for the authorization process
Generate certificate of license from RAIS Develop needed reports, statistics for decision support Make RAIS available to licensees for limited data access
