1. Network connectivity for 3 Provinces and MOFA/DIEC and Lao PDR website for IFAD supported projects

2. Background
The Lao PDR has 3 IFAD projects that need Enrap to support as:
- Two projects in the Northern part (Xayaboury and Oudomxay province) and,
- One new project in the southern part (Attapeu province)

4. Why do we need Network connectivity?
The project’s staff in each office can not receive any electronic document,
Each office can not submit urgent documents to center on time, because of the road condition and long distance,
A lot of time is wasted waiting for modem to get an Internet connection, low connection, big files can not transfer and the connection cost is expensive.

5. Why the Project Delay?
This project we submitted our proposal to ENRAP in September, 2003 and we supposed to finish this connectivity at the end of the year 2003, but because of :
System that we would use to do Network connectivity is not specified to ENRAP’ standard
Old proposal was not covered one new project as in Attapeu province, because in that time this project was not negotiated yet between the Lao PDR and IFAD

6. ENRAP –Lao PDR proposal
Connectivity: Sayaboury, Oudomxay, Attapeu and MOFA.
1. Sayaboury: 5 districts + PPMU+ DPC
2. Oudomxay: 7 districts + PCU + DPC
3. Attapeu: 3 districts + PCU + DPC
4. MOFA
- Cost share 50:50% (Project : ENRAP)
