2 First 5 SF Role Coordinate and Lead Planning Efforts
Commitment of current staff to PFA planning including Executive Director Hiring of two interns to support planning Pursue outside funding for planning costs until Proposition H revenues available $40,000 from David and Lucille Packard Foundation (in process) $50,000 from First 5 California (in process) Begin public outreach to parents via newsletter and other media

3 Current Planning Efforts
First 5 SF established a planning process in December 2003, prior to the passage of Proposition H 25 stakeholders are meeting monthly to create a Strategic Plan for Preschool For All Strategic Plan Framework drafted and presented to the Commission in April 2004 Planning continuing over the summer in time for presentation to Commission in August and Board of Supervisors in September 2004

Appointed with CPAC Representation from: CPAC, DHS, DCYF, SFUSD, Child Care Providers Association, Family Child Care Association, SFSU, City College, Child Care Law Center, Children’s Council, Wu Yee Children’s Services, Miriam and Peter Haas Fund Workgroups on: Governance and Administration Budget Program Workforce

5 SF PFA Mission and Vision
Preschool for All in San Francisco will ensure that all children 3 to kindergarten entry have equal access to and benefit from quality early care and education programs. VISION By 2010, Preschool for All in San Francisco will be an innovative, comprehensive, sustainable system of early care and education programs that is responsive to the diversity of families and their needs so that all children can start kindergarten with a love of learning and the tools and resources they need to be successful.

6 SF PFA Core Values Building on existing programs, structures and licensed childcare settings An adequately compensated, well-educated and supported workforce A seamless system of early care and education for children 0-5, including children with special needs Equity of access to quality programs in all neighborhoods and for families of all cultures and languages Culturally-competent and linguistically-appropriate care and education Diverse families and meeting their needs Partnering with families in their children’s development Staffing by individuals who are committed to understanding and meeting the needs of young children

7 One Year Goals May 2004 through June 2005
Determine governance and administrative Design a Preschool for All program that builds upon the early care and education system Engage all stakeholders in the planning, implementation and accountability of Preschool for All Develop a budget for the first year of implementation of Preschool for All Define and support workforce preparation for Preschool for All

8 6-Month Objectives Conduct “census” of 4-year-olds in May
Conduct parent survey in June Review existing data on workforce status Survey facility capacity Return to Commission in August with draft needs assessment and a proposal for governance and phase-in approach
