Why isn’t interoperability actually happening?
The interoperability talk groups are ‘suppose’ to be in all regional 800 MHz radios, but aren’t… Not all radios have what they can and/or should have programmed into them. Fire-fire discrepancies are not quite as bad as fire-law: inter-discipline interoperability is atrocious (UASI drill) Same talk group(s), different label(s) for different agencies

Often, users have the talk groups in their radio, but don’t know: Location How to turn to it What it is used for Who else can be contacted on it Regional ‘Fire’ representation on groups is thin Interoperability to law enforcement is…,well,…hmm…
