3 General safety of LIU – Management of the documentation
As for all projects, a safety documentation (Safety File) is required to demonstrate that the new systems or facilities: Are being designed respecting safety principles and Can be constructed, commissioned, operated and dismantled safely The Safety File covers occupational health and safety, the protection of the environment and the safe operation of CERN’s Installations The LIU project is divided in Work Packages (WP), i.e equipment or services delivered by the different groups. Each WP has one WP Holder Due to the extend of the project which covers the upgrade of five different accelerators, the concept of Safety Package (SP) has been introduced LHC Performance Workshop January 2017 Safety aspects of LIU Joachim Vollaire

6 Safety during shutdown installation
Engineering Change Requests (ECRs) prepared by equipment groups include the hazards and the related control measures Documents to be provided by the equipment groups according to the HSE Launch Safety Agreement (LSA): design compliance, conformity of equipment, procedures (part of the Safety Files of the Safety Packages) Standard CERN-wide procedures applicable (Intervention Management Planning & Activity Coordination Tool, Joint Inspection Visits, Traceability of Radioactive Equipment at CERN, principle of As Low As Reasonably Achievable) Facility coordination meetings at machine level ensure the management of the planning and the coactivity Safety Support Officer LS2 appointed for the injectors (A-P. Bernardes) LHC Performance Workshop January 2017 Safety aspects of LIU Joachim Vollaire

7 Conventional Waste handling
Waste inventory required according to the LSA HSE template proposed for the non-radioactive waste inventory/forecast, considering the waste categories that are already declared through the CERN-wide annual waste inventory Inventory to be filled in during the project phase, focusing on operation, shall inform about the annual waste production LHC Performance Workshop January 2017 Safety aspects of LIU Joachim Vollaire

8 Conventional Waste handling
Further improvement: after the EYETS , the ECRs will include a new line allowing the declaration of the conventional waste produced during the worksites LHC Performance Workshop January 2017 Safety aspects of LIU Joachim Vollaire

9 Safety milestones Approval and release of the Safety files of the LIU Safety Packages and/or Engineering Change Requests HSE-SEE regulatory controls (safety inspections according to Safety Instruction IS4) Verification of the conformity of equipment and installations (electrical, handling, pressure and building inspections) Safety file compliance Verification that the prevention and controls measures defined in the Safety Files and/or ECRs are implemented and functional Hardware permits and Beam permits Check-list of controls signed off by the corresponding responsible persons (installation completeness, access safety system, safety file compliance, independent validation of the access safety system by the DSO of the BE department also called “DSO tests”, patrol, RP) LHC Performance Workshop January 2017 Safety aspects of LIU Joachim Vollaire

10 RP documentation and RP studies
RP work-packages within LIU (Linac4, PSB, PS, SPS and LIU ions) RP performs studies and provides advices for all upgrades presenting radiological implications (beam dumps, collimators, scrapers, energy increase, beam losses…) New PSB beam dump installation and PS shielding re-enforcement completed in LS1 Studies documented in Technical Notes and summarized in RP Safety Files (stray radiation and shielding, residual dose rate, induced activity, air and cooling water activation, RP monitoring…) LHC Performance Workshop January 2017 Safety aspects of LIU Joachim Vollaire

11 Linac4 RP studies and support
Linac4 Safety and RP documentation submitted to the authorities (ASN/OFSP) and the official “homologation” letter should be received soon Follow-up commissioning and installation phases RP studies for the Half Sector Test, the Linac4 connection to the Linac To Booster transfer line (LTB) and for the shielding of the new beam dump at the end of the emittance measurement line (LBE) EDMS & LHC Performance Workshop January 2017 Safety aspects of LIU Joachim Vollaire

12 Linac4: Connection to the Linac To Booster transfer line (LTB)
New “access sectorisation”: the “end” of Linac2 is becoming an access sector of the PS Switch-yard New shielding element specified Linac2 parts to be removed are identified and included in the radioactive waste forecast of LS2 EDMS New shielding L4T to LT Linac2 tunnel LHC Performance Workshop January 2017 Safety aspects of LIU Joachim Vollaire

13 Linac4: Emittance beam line dump (LBE) and shielding at the PS/PSB interface
Commissioning of the Linac to Booster line with beam up to the emittance line dump (LBE) during LS2 (PSB in access mode) Shielding between the PS and PSB modified to allow the integration of the LBE dump After LS2: LBE dump shielding reduced (for ergonomic reasons) and combined with a modification of the logic of the access system preventing H- beam sent to the LBE area while the PSB is in access mode No change for ions operation Proposal endorsed by all concerned stakeholders and the PS Complex Safety Advisory Panel (PS-CSAP) H- to the LBE dump FLUKA model of the PS/PSB area LHC Performance Workshop January 2017 Safety aspects of LIU Joachim Vollaire

14 PS Booster Effects (from a RP standpoint) of beam energy and intensity increase assessed and mitigated when needed PSB injection region with new charge exchange injection (LS2) Detailed residual dose rate studies and Work and Dose Planning of interventions PSB Scrapers (LS2) Concentrate the now distributed beam losses at one point in the ring Reduction of residual dose rates at most locations along the PSB ring Optimization of scraper material and interventions currently ongoing PSB injection – Residual dose rate Material comparison for the internal dumps EDMS & LHC Performance Workshop January 2017 Safety aspects of LIU Joachim Vollaire

15 PS Machine development (MD-1543) done in 2016 to validate the efficiency of the shielding on top of the extraction area Replacement of internal beam dumps (SS47/SS48) Ongoing study (the functional specification is being updated) Dose Rate Objective for the extraction shielding: 10 µSv/h Achieved with a comfortable safety margin First dose rate objective after LS1 As built (civil engineering) Measured in 2016 PS internal beam dump study (stray radiation with dump in SS75) (ongoing) LHC Performance Workshop January 2017 Safety aspects of LIU Joachim Vollaire

16 SPS 1 week cooling time Horizontal view 1 hour cooling time Vertical view mSv/h Unshielded beam dump (Long Straight Section 1) replaced by shielded dump in Long Straight Section 5 Scrappers and Target Collimator Dump Injection (TCDI) collimator in the transfer line are also being studied Passage MARBLE Present Beam dump (LSS1) Future beam dump in LSS5 Several mSv/h to be compared with tens of mSv/h for the present dump (LSS1) EDMS & LHC Performance Workshop January 2017 Safety aspects of LIU Joachim Vollaire

17 RP preparatory activities for LS2
RP resources: tendering process for RP service contract (to start in June 2017 for 4+3 years) completed and firm selected Strategy for radioactive waste management has been defined with the objective of managing the quantity of waste expected during LS2 (see next slide) Operational Radiation Protection: RP requirements transmitted in LS2 preparatory meetings and facility coordination meetings (training, ALARA procedure, operational dosimetry, traceability, waste acceptance criteria….) RP cool-down requirements for access to facility and start of majors interventions integrated in overall LS2 planning LHC Performance Workshop January 2017 Safety aspects of LIU Joachim Vollaire

18 Radioactive waste management
RWTC Operation Eliminated RW Net Volume To be compared to a volume of 1800 m3 during LS1 2016: net volume of eliminated waste equal 652 m3 (corresponds to about 1200 m3 before treatment) Forecast of radioactive waste volume needs regular update LHC Performance Workshop January 2017 Safety aspects of LIU Joachim Vollaire

19 Summary The LIU Safety structure is in place and Safety well integrated in the project, including the management of conventional waste Editorial work for the Safety documentation is ongoing, in parallel with the ECR process (hazards and control measures announced by the equipment groups) Ionizing radiation hazards related to the LIU project are well identified and mitigated Connection of Linac4, design of new systems such as beam intercepting devices, operation of the injectors with LIU beam parameters Strategy defined to manage the radioactive waste expected during LS2 Equipment group: Update waste forecast Comply with the radioactive waste acceptance criteria LHC Performance Workshop January 2017 Safety aspects of LIU Joachim Vollaire

21 LIU Safety Packages A SP comprises a set of systems located in a same location under the responsibility of several groups. The LIU project includes 16 SPs (and 90 WPs). A Safety Package Coordinator (SPC) is appointed for each SP. The SPC is acting as the technical link person for the corresponding SP. A SP does not change the fact that each group remains owner and responsible of their own Work Package (WP), which are covering their equipment or services. The HSE Launch Safety Agreements (LSA) covering the conventional safety aspects are produced at the level of the SPs. LHC Performance Workshop January 2017 Safety aspects of LIU Joachim Vollaire
