2. Powers of Congress I. Expressed Powers
Powers specifically given to Congress by the Constitution(302)
(Taxes, pay debts, provide defense)

3. II. Implied Powers(p. 308)
Powers not expressly stated in the Constitution but are “necessary and proper” to fulfill expressed powers.
(This is the ELASTIC CLAUSE!)
Ex: Highways, interstate trade.

4. III. Inherent Powers
Powers that belong to the government because it is the national government of a sovereign state.
Ex: immigration, acquiring territory, protect nation against rebellion…

5. Patriot Act
The USA PATRIOT Act (commonly known as the "Patriot Act") is an Act of the U.S. Congress that was signed into law by President George W. Bush on October 26, The title of the act is a ten letter acronym (USA PATRIOT) that stands for Uniting (and) Strengthening America (by) Providing Appropriate Tools Required (to) Intercept (and) Obstruct Terrorism Act of 2001.

6. On May 26, 2011, President Barack Obama signed a four-year extension of three key provisions in the USA PATRIOT Act: [2] roving wiretaps, searches of business records (the "library records provision"), and conducting surveillance of "lone wolves" — individuals suspected of terrorist-related activities not linked to terrorist groups.[3]

Powers that both the state and federal government both have.
Ex: Taxes, building roads, enforcing laws.

9. V. Reserved Powers
Powers not given to the federal government are reserved for the states
(10th Amendment)
Ex: Education, marriage, driving laws…
