The North West workforce planning solution to delivering service transformation

2 What is WRaPT? WRaPT Securely holds workforce data from all types of health and social providers and has the functionality to model this data based on future state care scenarios Data can be uploaded from the time transformation starts – rather than half way through when decisions are already made Is unique in the sense that for the first time there is the ability to see, compare, analyse and understand the entire workforce that serves patients within a health economy and beyond Different ideas can be tested to generate an evidenced based strategic approach to the size, shape and cost of the modelled workforce Outputs from WRaPT include workforce models and workforce baseline reports with the ability to report beyond traditional organisational boundaries Impact assessments of the planned workforce changes can be created through analysing the data held within the repository It is free to use for health and social care organisations and cross-economy transformation programmes such as Vanguards

3 Who can use WRaPT? Health & Social Care organisations – for workforce planning and to share this information for cross-economy work Cross-Economy Transformation Programmes – when transforming services for example through integrating pathways or introducing new models of care Teams, services, departments, networks - can all use WRaPT to better understand workforce and activity and model changes for improvement

4 What does it need to work?
Just three sets of data……. Workforce data All the system needs to know is who is in what team – this data is drawn from existing workforce systems like ESR captured through a standard template with the essential fields Activity data The system uses cost centres as a way of matching workforce to activity and holds information on how much activity is done by the team “Driver” data Simply, this is a way of explaining how staff split their time between different activities and is very powerful when analysed within WRaPT. Driver data is not generally recorded by organisations, instead it is created through discussion with staff or agreeing assumptions as part of the WRaPT process

5 What can WRaPT inform? Workforce Baseline Sample graphs: Strategy Development: by the collection, analysis and modelling of future workforce propositions, both local and economy-wide transformation ….. By clearly linking clinical strategy with local health and care system commissioning ambitions

8 We want to use WRaPT, what do we need to do?
The WRaPT Team works with organisations to help them establish WRaPT as part of their transformation programme. This is through meeting with groups of organisations e.g. Vanguards to understand the WRaPT scope, suggesting an approach and agreeing any WRaPT Team support A range of resources are available to assist organisations along their WRaPT journey. The WRaPT Pack describes the phases of WRaPT and holds a number of relevant documents to support implementation User training sessions are delivered regularly to increase the number of WRaPT users and transfer skills and knowledge to the health and care system Contact the WRaPT Team either by ing or by calling

10 The WRaPT Process There are six phases to WRaPT
Partnerships, Ownership & Objectives (including Information and Data Governance) Phase 2 Workforce Data Collection Phase 3 Activity Data Collection Phase 4 Driver Data Validation Phase 5 Scenario Modelling Phase 6 Training, Case Study & Closedown The outcome desired by organisations will determine the extent to which phases are completed

11 WRaPT Questionnaire The WRaPT Questionnaire is a web-based form that can take Vanguard or other cross-economy transformation programmes through the six phases and enable recording of relevant information from across all partners. Find it here

13 TIER 1 AGREEMENT Not Signed… Signed… TIER 2 AGREEMENT
Without a tier 1 agreement any collaborative efforts between the partner organisations are impossible as it would be a breach of the Data Protection Act to process this data outside of the individual organisation. You will also be unable to perform any cross economy analysis as a result. Having this agreement means that you can start to safely and collaboratively analyse and process the workforce data sets. You can also start engaging partner organisations, such as WRaPT. This is an agreement between partner organisations to provide an overarching framework for data sharing between themselves Not Signed… Signed… TIER 2 AGREEMENT WRaPT can model the data which will enable an accurate workforce baseline to be created and scenario modelling of the workforce across the entire group. By having full access to the data a correct ‘to be’ state can be created. Upon signing the Tier 1 Data Sharing Agreement we can then share the work we have done across all of the partner organisations. WRaPT will be unable to accept any data at all from partner organisations and we will have to send this back. We would therefore be unable to assist the partner organisations in any way other than to provide training as to how the tool can be used. This is an agreement between partner organisations and WRaPT agreeing that you are happy to share your data with us and the other partner organisations.
