Preparation for World Telecommunication Standardization Assembly 2016 RCC Commission on International Cooperation followed by CIS/RCC preparatory meeting ( of April, 2016, Tashkent, Uzbekistan) discussed and agreed [19] Draft RCC Common Proposals for the work of WTSA-16 based on proposals from RCC members proposed to develop 4 new preliminary Draft RCC Common Proposals for further proposed candidates form RCC Administration on SG ITU-T chairman and vice- chairman’s positions RCC Board meeting ( of May, 2016, Dushanbe, Tajikistan) [will meet] to agree the Draft RCC Common Proposals for the work of WTSA-16 to approve candidates to WTSA-16 vise-chair and WTSA-16 committee and ITU-T SG chairmanship Expected formal approval of CP RCC by RCC members – 3Q, 2016 after TSAG

Working methods and structure (1/3) Proposal on further SG ITU-T structure To keep in general SG ITU-T structure adopted by WTSA-12 except SG20 created by TSAG To consider moving SG9 as a Working Party into SG15 or SG16 taking into account proposals from SG on Study Questions’ review. Revision of Resolution 67 on ITU languages usage on an equal footing in ITU-T To continue translation Recommendations ITU-T approved by AAP, check the translation quality and expenses, ask TSB to consider to extent twice pages number for translation To continue cooperation between SCV, CCV and CWG-LANG with add noting section with reference on Resolutions of PP-14, WTDC and WRC about this issue To consider creation of single ITU body on issues of terminology and all Union’s languages usage on an equal footing, managed by experts elected in WTSA and AR. Guarantee the equal presentation of information in the ITU web-site for all Union’s languages To MOD Res 67 by adding new Decides on necessity of cooperation between CSCV and CWG-LANG and to follow Resolution 154 (PP-14) CWG-LANG - Council Working Group on Languages :: SCV - Standardization Committee for Vocabulary 5

Working methods and structure (3/3) Revision of Resolution 54 on regional groups: creation and assistance To take into account the positive experience of the regional groups activity in the different SGs and at the same time in order to reduce costs for developing countries, it is proposed to consider the possibility of creating a joint regional groups with involving experts on different issues Modify Resolution 54 to support the decision of the relevant regional organizations to transform the regional groups separately created in the SG2, SG3, SG5 and SG12 to a joint ITU-T regional group without changing their actual status To welcome the extension of the ITU-T regional groups ToR through participation in other concerning SGs by changing this ToR during the relevant ITU-T Study Group meetings БОРОДИН: проверить 2 и последующие буллеты на корректность передачи идеи 7

Revision of Resolution 77 on standardization work for software-defined networking To add in noting and considering sections appropriate text with reference on activity of Open Source Software (OSS) communities To add in sections : resolves to instruct ITU-T Study Group 13, instructs the Telecommunication Standardization Advisory Group and instructs the Director of the Telecommunication Standardization Bureau - the appropriate text with instructions to take into account activity of, or involve in ITU-T activity OSS communities for standardization of SDN Bridging the standardization gap Revision of Resolution 44 on bridging the standardization gap To assist developing countries in creation of national/international Testing Labs (Centers) for interoperability, interconnection and system identification testing, including for IoT and its enablers . To add in resolves section and in the program 2 of Annex appropriate text for IoT Testing Labs creation 8

C&I and combat counterfeiting New Resolution on assistance to Member States to combat and deter mobile device theft ITU-T SGs under their mandates should study and propose solutions/ Recommendations to prevent theft of mobile devices and reduce its negative effects SG 11, if necessary, should use the approaches used to combat counterfeiting for combating mobile device theft and also should coordinate the activities within ITU-T regarding this studies БОРОДИН: Проверить и уточнить текст по новым Резолюциям 9

C&I and combat counterfeiting New Resolution on combating counterfeit telecommunication/ICT devices To cooperate with the BR and BDT to conduct studies as necessary in the regions, aimed at identifying key challenges and ways to combat counterfeit things, including usage of compliance evaluation systems Use the tools and technology, standardized by ITU and other SDO to conduct a pilot project to create an universal system [base model] for combating counterfeit To establish cooperation with WTO, WHO, WIPO etc. in this respect and involve external experts and associations, where appropriate To invite SG11 to study the issues related to the implementation of this pilot project To invite SG11 to determine identifiers used for combating counterfeit (e.g. application scope and the security level in terms of a possible duplication/cloning); determine technologies / products that should be tested for compliance with ITU-T Recommendations to assist in combating counterfeit of the telecommunication/ICT devices; develop identifier assessment and verification methods to use it for combating counterfeit БОРОДИН: Проверить и уточнить текст по новым Резолюциям 10

Resource management New Resolution on protection of users/consumers of telecommunications services Call to continue to develop relevant ITU-T Recommendations for solving issues of quality, security, billing, and other policy aspects and mechanisms that promote and provide protection of the consumers and the telecommunication / ICT service users rights To invite SG3 in cooperation with SG2, SG12 and SG17, if any, to make further studies on issues related to consumer protection policies and telecommunication / ICT services users, including fair competition, billing , economic models, quality, building trust environment and ensure security of such services both in the traditional as well as in data networks Revision of Resolution 20 on and management of international telecommunication NNAI resources: Revision of Resolution 29 on alternative calling procedures on international telecommunication networks; Revision of Resolution 61 on countering and combating misappropriation and misuse of international telecommunication numbering resources; Revision of Resolution 65 on calling party number delivery, calling line identification and origin identification Package of Res’ modification to improve ICT environment for both users and operators and to provide effective counter measures against fraud and other illegal actions in telecommunications БОРОДИН: Проверить и уточнить текст по новым Резолюциям 11

Resource management Revision of Resolution 76 on studies on C&I, assessment for developing countries To reflect creation and activity of ITU-T Conformity Assessment Steering Committee (ITU-T CASC) To instruct the study groups to provide appropriate information which could be subject of joint certification activity IEC/ITU and instructs the ITU-T CASC to collaborate with IEC and other certification bodies under the this activity Revision of Resolution 64 on IP address allocation, transition to/deployment of IPv6 To instructs the TSB Director, in close collaboration with the BDT Director to promote awareness of the importance of IPv6 deployment solutions for Internet of things (IoT) and the advantages of IPv6 over the IPv4, taking into account the need for a huge numbers of IP addresses for IoT devices, with the aim of creating a distributed network consisting on heterogeneous devices To invites MS and SM to ensure that newly deployed software also has IPv6 capability, as appropriate, taking into consideration a necessary period for the transition from IPv4 to IPv6 БОРОДИН: Проверить и уточнить текст по Резолюции 76 12

Cooperation, collaboration, coordination Revision of Resolution 7 on collaboration with ISO and IEC To add in resolves section proposal to align the procedures of access and publishing co- developed ITU - ISO/IEC standards on ITU/ISO/IEC web-sites WSIS issues Revision of Resolution 75 on ITU-T role in implementing of WSIS outcomes To update different sections with references on some outcomes of PP-14, WSIS+10, UN General Assembly To add in instructs the Director of the Telecommunication Standardization Bureau section the proposal to take into account differences between countries with different socio-economic development levels and national conditions under implementing the WSIS outcomes within the ITU-T mandate 13
