Chairperson, NCMC President and/or Exec Secretary SECRETARIAT National Security Agency ES SND SILG National level crisis management committees are intra and inter-agency and department organizations created by law, EO 82. The National Security Council (NSC) is the principal forum for inter-agency / inter-department deliberation 0f national security policy issues requiring Presidential decisions. It is the advisory body to the President, ensures that the policies formulated by the body and approved by the President are effectively and efficiently implemented through the National Security Adviser (NSA), as Director General of the NSC Secretariat. The function of NSC is to “evaluate and analyze all information, events, and incidents in terms of the risks they pose or implications upon and/or threats to the overall security and stability of the nation, for the purpose of recommending to the President appropriate responses thereto and/or action thereon. In effect, the NSC serves as the government’s National Crisis Management Committee, addressing crises or events with broad implications on the “exercise of sovereignty, integrity of national security, maintenance of peace and order, the protection of life, liberty and property, and the promotion of the general welfare of the people. It is tasked to conduct horizontal scanning of the PREDICT component of the Crisis Management Framework, monitor collaboration to manage threats and risks, and identify unresolved policy issues for the EXECOM/NCMC. The C, CMC has a special responsibility to safeguard society from the adverse consequences of crisis.
