Exclusion mapping project
The project aims at developing and piloting diagnostic toolkit to identify which children are excluded and what are the drivers behind their exclusion. In Tanzania, children’s exclusion has been manifested in a number of ways, and exclusion based on gender is the most prevalent form of discrimination. According to National Census 2012, about 50% i.e 22.5 million people of the total Tanzania population are children; girls 11.3 million and boys 11.2 million. The outputs of the project will be used in developing evidence based advocacy that will help in evaluation of policies and programs that are aimed at children inclusion and eradication of early marriages. 6

Quantitative Analysis
Methodology Quantitative Analysis Scan of the literature to identify excluded groups: Academic literature Grey literature/ project documents Participatory research with children, focus group discussions, life histories to broaden analysis beyond avialable quantitative data Number of children deprived relative to their group size Overlapping markers of exclusion, with a focus on regions/provinces. Triangulation Gaps in quantitative data identified through qualitative; Comparative analysis Qualitative analysis Literature review 7

Exclusion Mapping : Where to Dig out?
Answering the 5 W’s …. Official statistics Use existing data to map exclusion on Girls Research and reference data Administrative data Political and citizen generated data 8
9
Pilot Diagnostic Toolkit
Looking at multiple indicators & data sources (reports), run region wise analysis by comparing against national performance 1) Child Marriage Prevalence 2) Teenagers who started bearing children 9
10
Pilot Indicators Trend
Tanzania has one of the highest child marriage rates in the world. The overall trend is shown to be declining, however prevalence rate of teenage pregnancies is highly increasing at alarming rate (27% as per the latest TDHS) 10
11
Pilot Diagnostic Toolkit Challenges
Complexity in creating a formula to analyze exclusion of different kinds of indicators (child marriage & primary school enrolment) Flexibility in including and dropping indicators to analyze Presentation of the “solution” or “analysis” of the toolkit SOLUTION AROUND CHALLENGES -> Seek dLab help 11
12
dLab Approach Used map technique instead of tabular approach
With data manipulations they could omit national performance referencing With ease they could increase and decrease the number of data sources and indicators and rank regions according to performances interactively They could easily combine different kinds of indicators (eg. primary school enrolment rate & child marriage) 12
13
dLab Approach Prevalence of Child Marriage &
Teenagers who began bearing children Also showed in 2010 Shinyanga was leading with prevalence rate of 59 Upon merging more indicators it was shown the most excluded region was Lindi with the average prevalence rate of This was a breakthrough for Save the Children and Children exclusion project 13
14
What has to been done? Identify top 10 regions with highest number of children Develop dashboard to monitor indicators’ trend Regional mapping Identify groups of excluded children Conduct a qualitative pilot study exploring children’s exclusion in Tanzania 14
15
What do we need to tackle exclusion?
Database that details information on the marginalized children Credible data about children exclusion Categorized/ disintegrated information on children such as information per district or village level 15
16
Ending child marriage will help break the intergenerational cycle of poverty by allowing girls and women to participate more fully in society… WE CAN DO THIS TOGETHER!!! 16
