6
Rules cont. Ball Starts on 14yd line (Start of game, after PAT, and Touchback) Team has 4 consecutive downs top advance to the next line-to-gain (every 20 yards) A new series of downs is awarded when the team’s end result moves the ball into the next zone
7
Rules (Dead Ball) A live ball becomes dead: When it goes out-of-bounds
A legal de-flagging occurs by the defense The ball carrier touches the ground with any part of their body other than the hands or feet (the ball is part of the hand). A touchdown, touchback, safety, or successful try is made. When the ball strikes the ground following first touching by the kicking team. When a player of the kicking team catches a punt which is beyond the neutral zone; when an untouched punt comes to rest on the ground and no player attempts to secure it. A forward pass strikes the ground or is caught simultaneously by opposing players. When a backward pass is fumbled or is caught simultaneously by opposing players. When a muff of a punt strikes the ground. When an official sounds his/her whistle inadvertently during a down. When a snapped ball hits the ground, it is dead at the spot of contact.
8
Rules (Ball Carrier) Runners shall not flag guard or deny the opportunity for an opponent to pull or remove the flag belt. The ball carrier may spin, but not hurdle in an attempt to avoid the defense. When any part of a ball carrier's body touches the ground other than their hands or feet, the ball becomes dead immediately. Ball in possession touches ground, it remains live If a ball carrier looses their flags they are to be touched between the shoulders and the knees to be down. The defense cannot steal or strip the ball
9
Rules (Punting) Punts must be announced before the ball is ready for play Punter must be at least 1yd off line of scrimmage and punt in one continuous motion Defense may not enter the neutral zone until the ball is kicked (The ball may be run back if it touches the ground before hitting a player A fumbled punt is dead where it touches the ground Quick kicks and fakes are illegal (unsportsmanlike = 10yds) No player shall intentionally kick ball other than as a punt
10
Rules (Passing/Receiving)
Only one forward pass can be thrown per down No regulations of backward passes Everyone is an eligible receiver A receiver only has to have one foot in bounds when catching a pass. A simultaneous catch by opponents is awarded to the offensive player, unless s/he is out-of-bounds, and the ball becomes dead immediately (no advancement after catching the ball). If the defensive team intercepts the ball in the end zone, they may advance it out. If a player is de-flagged in the end zone following an interception, it is a touchback and the team that made the interception receives the ball on the 14yd line
11
Rules (Pass Rush/Blocking)
The defensive rush begins immediately. If the snap hits the ground prior to reaching the passer, goes over the passer's head without being touched, or is touched but not controlled by the passer, the ball is considered dead at that spot. Defensive players cannot use their hands as a wedge to contact their opponent and they cannot hold or push the offensive player. Defensive players can only use their hands as incidental contact in an attempt to get around the screen block Offensive Players cannot initiate contact or use hands. Players may move while setting screen blocks behind LOS. Beyond LOS blocks must be non- moving.

Penalty Enforcement and Assessment
When both teams commit an infraction during the same live ball period, regardless of the severity, the down is automatically replayed, provided there is no change of possession. If an ejection is warranted, this may occur even though no yardage is assessed. When a live ball and dead ball penalty occurs, each is handled on its own merit, regardless whether the penalties are on the same or opposing teams. All unsportsmanlike conduct penalties are penalized as a dead ball foul. The second unsportsmanlike conduct penalty by the same player or non- player results in disqualification.
14
Penalty Enforcement and Assessment
Live/Dead Ball When a foul occurs during a live ball, the official will throw their flag and play continues until the ball is dead. At the end of the down, the official will notify the offended team's captain of her/his options. Once the captain’s choice is made, the options cannot be reversed. When a live ball foul is followed by a dead ball foul, the penalties are administered separately in order of occurrence. Half the Distance A measurement cannot take the ball more than half the distance from the enforcement spot to the offended team's goal line. If the penalty is greater than this, the ball is placed halfway from the enforcement spot to the goal line.
