INTEGRATION Rapidly and cost-effectively unlock the potential for new GPs to benefit from the RCA and for the RCA to benefit from new GPs
2
Options for entering or creating a new project for new RCA GPs
Framework Option When RCA Join current RCA or RCARO project Now Propose new RCA project 2020/21 TC cycle Dec 2017 Propose new RCARO RP Dec 2016 Propose new RCARO SP or TP ? IAEA (other) Country Programme for 18/19 Regional non-agreement project Other Other or Extra-budgetary funding, e.g. UNDP

Considerations for creating any new project for new RCA GPs
WHY DO IT? There is a clear (regional) problem to be solved Other existing or planned projects are not addressing the issue HOW WILL IT BE DONE? There is a clear and essential role for Nuclear S&T GPs have the necessary capacity, infrastructure and systems WHAT WILL BE DONE? Project planning using LFA & LFM Baseline is known or can be established
10
Considerations for creating any new project for new RCA GPs
Fit with strategy of the funding organisation IAEA TC strategy, RCA Medium Term Strategy Fit with technical requirements of the funding organisation IAEA TC criteria Fit with the modalities of the funding organisation RCA Agreement, RCA GOR, IAEA rules, etc. Strong likelihood of attracting extra-budgetary funding
11
INTEGRATION Rapidly and cost-effectively unlock the potential for new GPs to benefit from the RCA and for the RCA to benefit from new GPs >> New projects should address this aim for the current new GPs but also be applicable for the next generation of new GPs

CAMBODIA - PRIORITIES Legal and legislative framework and International instruments; Radiation safety, security and safeguards; Human health; Agriculture and livestock production and Foods Irradiation; Water resource management; Comprehensive energy planning and implementation program; Environment protection and monitoring and Radioactive waste management; Industry applications; Cultural heritage preservations; Human capacity development and education in nuclear science and technology

There are 6 national priorities plans which is estimated
CAMBODIA - PRIORITIES There are 6 national priorities plans which is estimated approximately about 23 million US$ as listed below: Establishment of the National radiation safety infrastructure Improving Access to Radiotherapy and planning for nuclear medicine service in Cambodia Integrated soil fertility and crop management for improved and sustainable productivity of diversified rice-based farming system. Development the national capability in Energy Planning and Economics Use of Nuclear and Molecular Techniques for improving Animal Productivity and control of transboundary Animal Diseases Development Assessment and Management of water resources Cambodia 5 sources: Co-60, Am-241, Cs-137 Since re-joining IAEA in 2009, Drafting laws in relation to nuclear safety and security; building national capacity for procedures and protocols Country programme has 5 projects submitted for 18/19: radiotherapy, NDTs, comprehensive energy planning, improvement of animal products, water and soil management, Technical infrastructure New lab from IAEA on water & soil resource No facilities yet for NDT/E Animal products – has received assistance from IAEA to set up facilities Radiotherapy – national cancer centre is being constructed Energy planning – no infrastructure yet
14
Setting up regulatory & Safety infrastructure
FiJI - PRIORITIES Setting up regulatory & Safety infrastructure Establishing Food Safety Lab (SIT) Establishing Environmental monitoring Lab (MARINE) Setting up Nuclear medicine facility to complement Radiotherapy centre Water resource management Climate Change adaptation and mitigation Capacity building for project counterparts Fiji Current applications of NS&T are limited but aligned to the RCA thematic areas, e.g. food irradiation, medicine However, Fiji does not have a proper nuclear regulatory infrastructure, laws, licensing, evaluation, monitoring, etc. yet. Fiji’s Country Radiation Health Decree is currently under review by the office of the solicitor general, then intent is to put it before cabinet Infrastructure: some nuclear medicine, currently planning a radiotherapy centre; no environment standard testing lab National activities – mostly around country programme projects that are 1) planning for radiotherapy centre; 2) establishing a monitoring lab for marine environment for protection of coastal resources in the context of mining; 3) examining options for management of fruit flies Fiji is cooperating with IAEA but also with South Pacific Commission, EU, AusAID (e.g. scholarships for study at Aus universities), NZAID, Japan International Cooperation Agency
15
Support for national projects in Safety and security
Laos - PRIORITIES Support for national projects in Safety and security Food safety and human health Agriculture and water management Environment and Sustainable Energy Set up national curriculum for training on radiation and nuclear safety Establish national inventory of radiation sources and use Establish infrastructure for national nuclear science & Technology centre Laos n

Development of Hydro-energy and other energies,
Nepal - PRIORITIES In general, all the plans, programs and activities in Nepal have been focused towards poverty alleviation. For this purpose: - Development of Hydro-energy and other energies, Increased Productivity, Diversification and Commercialization of Agriculture, Development of Tourism, Industries and Trade Development of Basic Education and Health, Drinking Water and Sanitation Promotion of Good Governance Development of Roads and other Physical Infrastructures Preservation of Natural Resources and Environment Nepal n
