3 Powers Weaknesses 1. One state=one vote 1. No common currency 2. Declare and conduct war: need 2/3 vote to declare war and ratify treaties 2. No regulation of interstate commerce 3. Negotiate peace 3. No ability to tax people in states 4. Regulate foreign affairs 4. No President/Executive Branch 5. Administrate Indian Affairs 6. Needed a majority of states to agree to pass a law

7 Shay’s Rebellion Articles lacked taxing power so veterans were not paid GB was able to block US trade with West Indies so New England traders were losing money. Shay was a farmer who led 1,000 farmers against courts in New England to block farm foreclosures George Washington and Alexander Hamilton brought army to end rebellion. Conclusion: We need a more effective Government!
