3. GENERAL INFORMATION Effective 01 Aug 2009 VA Administered Program
VA Determines Eligibility

4. ELIGIBILITY & USE ANG & Reserves
Must serve on active duty (Title 10 AD or Title 32 AGR) 90 days or more (aggregate) on/after 9/11/01 or
Serve at least 30 days (Title 10 AD or Title 32 AGR) and receive a disability discharge
IADT does not count if member has less than 24 months of eligible AD time and IADT was performed after 9/11/01
Title 32 AGR time counts, temporary and permanent
Service Academy time does not count
ROTC contract under 10 U.S.C. 2107(b) does not count

5. SERVICE REQ & TIER PERCENTAGE

8. TUITION AND FEES
Traditional Guard Members: (members not on Title 10 Active Duty or Title 32 AGR)
Payment amount is based upon tier level that member qualifies for (40%-100%)
Payments will not exceed actual cost of tuition and fees
VA is last bill payer after scholarships / Fed or State TA
Not Student Loans, EAP, or Federal or State Grants
Will not exceed member’s out of pocket cost
Private school cap of $21,970.46
Public schools no cap, must charge in state tuition

9. TUITION AND FEES Active Duty Members with CH 33 Benefits:
Receive the lesser of:
Tuition and fees charged; or
The amount of charges that exceed the amount paid by federal tuition assistance

10. MONTHLY HOUSING ALLOWANCE
Applies to students not on Active Duty
Must be in school at least 51% time
Payment amount is determined by zip code of learning institution

Housing allowance is equivalent to BAH for E-5 w/ dependent rate

11. MONTHLY HOUSING STIPEND
Solely online eligible for 50% of National Average BAH of E-5 w/dept rate
Allowance is pro-rated based on individual’s payment tier (40%-100%)
Allowance is paid directly to the student
Student does not have to be paying rent, room & board or mortgage to qualify
Does not apply to Active Duty members or their spouses

12. BOOKS & SUPPLIES STIPEND
Pays up to $1,000 per academic year
$41.67 per credit hour
Max 24 credit hrs in a single academic year
Lump sum payment each quarter, semester or term
Paid directly to student
For Non-college degrees (NCD) pays up to $83 per month
Pro-rated based on individual’s payment tier percentage

13. YELLOW RIBBON PROGRAM
Program where Institutions of Higher Learning (IHL) may voluntarily enter an agreement with the VA on tuition and fee costs that exceed the maximum for the state.
VA will match each additional $$ that the IHL contributes, up to 50% of the difference between the student’s benefit payment and total cost of tuition
Payment is made directly to the IHL

14. YELLOW RIBBON PROGRAM Must be eligible for 100% CH 33 benefit
Program is available on a first-come first serve basis for each student
VA posts info about IHLs participating in the Yellow Ribbon Program on the GI Bill website:

15. OTHER ENTITLEMENTS Rural Relocation benefit Tutorial Assistance
One time $500 payment
Student must live in a county with 6 or less persons per sq mile and
Relocates at least 500 miles to attend class or
Travels by air to attend school if no other transportation exists
Tutorial Assistance
Up to $100 per month not to exceed $1200 per year
Must be attending school at least 51% time

16. ENTITLEMENT OVERVIEW
If a Ch 33 eligible member has Ch 1606, Ch 30 or Ch 1607 eligibility when applying for Ch 33 they must relinquish one of those benefits for the Ch 33 GI Bill program
Maximum of 36 months (full-time) under CH 33
If CH 1606 and/or 1607 were previously used, member will receive the balance of 48 months (not to exceed 36 months)
If CH 30 was previously use, member will receive balance of 36 months

17. ENTITLEMENT OVERVIEW Montgomery GI Bill Kicker:
CH 30 or CH 1606 Kicker programs can be used with CH 33 benefits, when Kicker eligibility is established prior to Post 9/11 GI Bill election and VA determination
May only use if Kicker was established for relinquished GI Bill
Paid monthly in a separate check
Paid to spouses or children if they are using transferred benefits
No payment pursued on half time basis or less
No payment will be provided for education / training pursued solely through distance learning
No payment while on Active Duty

18. ENTITLEMENT OVERVIEW Buy-Up Program: Ch 30 Buy-In:
$600 “Buy-up” program does not transfer to Ch 33 and is not reimbursable
Ch 30 Buy-In:
$1200 is reimbursable
Monies will be refunded in the last stipend payment when Ch 33 entitlements are exhausted

19. APPLYING FOR BENEFITS Written Applications:
Individuals may apply using VA Form (Aug 2009)
Election Information is section 9F must be completed
All available supporting documents (DD214, etc) need to be submitted w/in 14 days

Documents can be attached to the

Be prepared to having banking info
and previous college info available
VA will send a letter to the member notifying them of their entitlement

22. TRANSFER OF BENEFITS
Members planning to transfer Post 9/11 GI Bill benefits, need to do so ASAP!
Per the Law:
Members must transfer benefits while serving in the armed forces (IRR members ineligible)
Members are not authorized to transfer benefits to dependents, when a member:
Retires from the Armed Forces
Separates from the Armed Forces
Members are advised to split the benefits as truly desired. Once a member passes away the TEB request is “set in stone.”

23. TRANSFER OF BENEFITS
Member must have served at least 6 yrs in armed forces, and agree to serve up to 4 more
Can revoke or modify a transfer request of unused benefits anytime while serving in the Armed Forces
Can transfer up to 36 months of benefits between spouse, children, to include stepchildren
Legal Wards are not eligible, unless later adopted
Can only transfer benefits to a new dependent while serving in the armed forces
Retirees or separated members can only revoke or modify, through coordination with the VA

24. TRANSFER OF BENEFITS Spouses:
Can use benefits after military member has served at least 6 yrs in the armed forces
Not eligible for housing allowance if transferor is on Title 10 active duty or Title 32 AGR
Eligible for books and supplies stipend
Can use benefits if divorced after the transfer (unless revoked by transferor)
Can use benefits up to transferor’s 15 yr eligibility period unless transferor specifies an earlier date

25. TRANSFER OF BENEFITS Children:
Can transfer to children under age of 21, or if in college, under the age of 23 (in DEERS)
May use benefits after transferor has served 10 years in the Armed Forces
Will receive full veteran benefits even if transferor is on active duty (housing allowance and books stipend)
May use benefits until age of 26 regardless of transferor’s eligibility period
May continue to receive benefits after marriage

26. BENEFITS TRANSFER APPLICATION

Individuals may apply to transfer benefits using the on-line application at the Transfer of Educational Benefits (TEB) website:
Members using the previous TEB website will be redirected to the URL above

27. When members logon,: (1. They need to read the message with additional instructions. (2. They need to check the “Post 9/11 GI Bill, Chapter 33” button. (3. They need to adjust the months next to each dependent to receive benefits date of birth. (4. Select the dates the benefits are to start and stop. (5. Check all the boxes under “Transferability of Education Benefits Acknowledgement”. (6. Select the “Submit Request” button. (7.
