2 UAW-GM Joint Learning Centers
What we will be discussing here today are the new UAW-GM Joint Learning Center guidelines and requirements for the remaining 2010 and 2011 calendar years. We will be covering for any of the new JTR representatives here today the differences between the old Skill Centers and the new Joint Learning Centers. Also, we will be covering UAW-GM contract with the LEA, invoices, and billing and if time allot we’ll go online to the JAS website and review the forms. So, let’s begin. <click for next slide>

5 2007 National Agreement The New Joint Learning Centers are defined in Document 106 of the UAW-GM National Agreement. Document 106 spells out the Joint Learning Center concept and lists the three major areas of educational programs and services supported in all Joint Learning Centers. There was new language added to the 2007 UAW-GM eliminating the old Skill Centers and replacing them with new Joint Learning Centers. <click for animation> And Document 106 of the National Agreement explains the new Joint Learning Center in detail. There are three areas that the Joint Learning Centers support, and they are <click for next slide>

6 Joint Learning Centers focus on three main areas of educational opportunities:
Technical Skills: Provides basic technical skills commonly used in the workplace and includes topics such as reading comprehension, spatial relations, basic blueprint reading, technical mathematics, etc. Communication Skills: Provides educational opportunities to ensure effective communication skills in the area of active listening, workplace writing, technical writing, presentation development and delivery. Computer Applications: Provides computer skills commonly used in the workplace such as software applications, keyboarding, internet navigation, etc. Technical skills which are used in the work place. These types of skills could be defined as reading and comprehension, blue print reading or math skills. <click for animation> Communication skills in the workplace is active listening, writing skills along with presentation skills. And, computer application skills in the workplace cover computer and software applications, typing and using the internet. <click for next slide>

7 Local Joint Activities Committee (LJAC)
Effective planning and implementation of the Joint Learning Center involves securing the support and participation of key decision makers and stakeholders. Local Joint Activities Committee (LJAC) Learning Center Project Directors (Doc 46 Representative and GM Counterpart) UAW-Represented GM active employees, their spouses, and UAW retirees Local Education Agency (LEA) Center for Human Resources (CHR) The effective steps of operating a Joint Learning Center are planning and implementation with the key decision makers and stakeholders. 9 PLANNING FOR LEARNING CENTER ACTIVITIES:
UAW-GM Joint Learning Centers ADMINISTRATIVE GUIDELINES PLANNING FOR LEARNING CENTER ACTIVITIES: Learning Center plans will run January through December of the current year (2011 Joint Learning Center Plans will be prorated) Plans must be submitted 60 days prior to expiration of current contract (October 31 of current year) Plans approved after January 1st, due to untimely submission, will be prorated on a monthly basis (No Retroactive pay approved) The LJAC will determine and approve available project staff hours, hours of operations, and after-hour’s access to the Joint Learning Centers Fulfilling the objectives of the Joint Learning Plan is the responsibility of the UAW and GM Learning Center Project Directors. Guidelines compliance must not be assigned, considered by or overseen by the LEA Provider. <click for animation> Learning Center plans run from January through December. Joint Learning Center Plans that are not submitted on time will be prorated from the starting month to Dec. Plans must be submitted by Oct 31, to acquire full funding for the next year. Plans approved after Jan 1st will be prorated. There will be no retroactive pay approved. The LJAC will determine and approve staff hours and all hours of operation for the Joint Learning Centers. <click for next slide>

The minimum class size of five (5) must be maintained for a class to be funded by EED Funds NO Plan; NO Money; NO Services; NO Retroactive Reimbursements NO Joint Learning Center Plan; NO Local Joint Fund Approval NO Equipment NO Supplies Operating an “Open Lab” CHR needs a statement to that effect from the Key 4 before approving any funding Class size of 5 minimum is required, again Class size of 5 minimum is required. If there is less than 5 in the class, then the class must be canceled. <click for animation> NO Plan; NO Money; NO Services; NO Retroactive Reimbursements. Also, NO Joint Learning Center Plan; NO Local Joint Fund Approval, NO Equipment or NO Supplies If your facility is operating a OPEN Lab only, then the CHR needs a statement to that effect signed by the KEY 4 before any funding is approved. Now, let’s talk about funding for the Joint Learning Centers <click for next slide> 10

11 There are four possible sources of funds that can be used for Joint Learning Center operations:
EED Funds – these funds are designed to cover instructional cost and will only cover pre-approved classes. Plant Budget – these funds can be used for instruction, equipment, materials, and supplies. 3. Local Joint Training Funds – these funds can be used to purchase equipment, computer hardware/software, internet services and materials and supplies for your Learning Center. Refer to the UAW-GM Funding Guidelines manual to determine what is appropriate and inappropriate when using Local Joint Training Funds. 4. Government Funds – the Project Directors will be responsible for securing any available state and federal funding. There are four possible sources of funding for the Joint Learning Centers. <click for animation> EED funds – These funds cover instructional cost and only pre-approved classes. Plant Budget - These funds cover instruction, equipment, materials and supplies. Local Joint Training Funds can be used to cover equipment, computer hardware and software, internet, materials and supplies for the Joint Learning Center. Government Funds or grants. The Project Directors should be the individuals responsible of securing these types of funds. <click for next slide>

12 UAW-GM Joint Learning Centers
The maximum amounts allowed are determined by the number of active employees in your facility as presented in the table below: Number UAW Represented Employees (Active Workers) Dollar Amount Not to Exceed Less than 500 $19,200 501 – 1500 $24,000 1501 – 2500 $33,600 Greater than 2500 $43,200 The maximum dollar amounts for the Joint Learning Centers are now determined by the number of active employees in your facility. On the left is maximum number of active UAW workers and on the right is the corresponding dollar amount allowed for that number of people. Remember, this dollar amount is the maximum amount allowed for a 12 month contract. If the contract is prorated, then the dollar amount will be divided by 12 and then multiplied by the number of months that the contract will be in effect for. <click for next slide> (Money will be prorated based on months of use as indicated on plan’s date of approval)

Educational needs must be identified to determine the services you will provide in the Joint Learning Center CHR will ONLY pay for classes CHR will ONLY pay for classes approved on your Learning Center Plan ALL classes must be pre-approved by the CHR PRIOR to being offered As changes occur to your plan an “Additional Course Request Form” must be submitted and approved prior to class offerings The classes offered should be prioritized based upon your location’s available instructional resources, skill enhancement needs and interests. Compiling the Joint Learning Center Plan is not the LEA’s responsibility. This is the responsibility of the Project Directors (Doc. 46 Representative) responsible for Joint Learning Center activities. <click for animation> The CHR will only pay for classes, they will not pay for anything else. EED funds also will not cover the development of classes or instructor costs for these activities, only classes. Furthermore, the CHR will only pay for approved classes that are on your Learning Center Plan. Courses that are not on the Joint Learning Center plan will not be paid. Again, courses that are offered that are not on the Joint Learning Center plan will not be paid. All classes must be pre-approved by the CHR prior to being offered. If there is a change in your plan and they do occur, an Additional Course Request Form must be submitted to the CHR and approved before offering the class. <click for next slide>

Selecting your LEA The LEA must have a current accreditation from the state. The LEA must be able to provide an instructor for each of the classes in your Joint Learning Center proposal. Instructors must have college credentials in their subject area and be an employee of the Agency. Selecting your LEA <click for animation> The LEA must have a current accreditation from the state. 15 COMPILING YOUR JOINT LEARNING CENTER PLAN
Joint Learning Center Plan approval requirements: A completed and signed plan A completed and Educational Provider Contract Facilities covered under the small plant strategy and requesting EED funds for instructional materials and supplies, purchases must be specified and approved in the Joint Learning Center plan Joint Learning Center services will be interrupted if the new plan/contract submission is not timely (No retroactive payment) Money will be prorated based on months of use as indicated on plan’s date of approval Compiling and submitting the Joint Learning Center plan to the CHR can be a little intimidating the first time. When the plan is submitted to the CHR we will need to see the following: <click for animation> A completed and signed plan A completed and signed contract with the LEA Facilities covered under the small plant strategy and requesting EED funds for instructional materials and supplies, purchases must be specified and approved in the Joint Learning Center plan. Joint Learning Centers services will be interrupted if the plan is not submitted on time. Again, the allocated dollar amounts will be prorated based on how many months your Joint Learning Center plan is in effect. So, if your facilities joint learning plan is going to be good for 10 months, (example March – December) then the facility will only receive 10 months worth of funding not 12 months. <click for next slide>

A Computer Support Services (CSS) forecast must be included in your plan for all equipment/software purchases To purchase computer hardware or software for your Joint Learning Center, you must contact the CSS department at the: UAW-GM CHR Mark ALL purchases must be detailed in the plan and itemized in the Joint Learning Center budget Any forecasted computer or software purchases from the CSS department should also be included in the Joint Learning Center plan. <click for animation> To purchase hardware or software for the Joint Learning Centers you must contact the CSS department at the CHR. 17 INVOICING Invoices Will Not be paid without a current plan/contract
The minimum class size of five (5) must be maintained for a class to be funded by EED Funds Only classes that have been pre-approved by the UAW- GM CHR will be covered by EED Funds Any changes to your approved plan; Requires an “Additional Course Request Form” which must be submitted, approved and received prior to class offering Failure to comply Will affect payment for Joint Learning Center services All invoices must be accompanied by the CHR Invoice form titled, “UAW-GM Joint Learning Center Invoice” Invoices will not be paid without a current plan or contract <click for animation> The minimum class size, not the sign up sheet size. If there is less than 5 when the class starts, the class needs to be canceled. The CHR will not pay for class sizes less than 5, period. Only preapproved classes will be covered by EED funds. If the course is not on the sign contract it will not get paid, even though it is an approved course, it will not get paid. Any changes to the approved plan requires an Additional Course Request Form to be submitted for approval. The approval must be approved before offering the class. Failure to comply will affect payment to the LEA. All submitted invoices need to also include the CHR Invoice form titled “UAW-GM Joint Learning Center Invoice.” <click for next slide>

18 INVOICING (continued)
Invoices will not be paid if requested detailed documentation is not provided and signed by LEA and Key 4 (Invoice Form) The LEA should invoice the CHR quarterly An invoice will not be paid if invoices from earlier periods have not been submitted The CHR will not reimburse for any classes paid through other sources such as state, federal, or other funds If a invoice is submitted and the UAW-GM Joint Learning Center Invoice form is not submitted everything will be held until the UAW-GM Joint Learning Center Invoice has been submitted. <click for animation> The LEA should submitted invoices quarterly. Invoices will not be paid if sent in sequential order. The CHR will not reimburse for classes which were also paid for by any type of funds or any grants. <click for next slide>

19 MONITORING LEARNING CENTER ACTIVITIES
Monitor and track your classes Class rosters must be maintained to track the total activity level for each class for the year The minimum class size of five (5) must be maintained for a class to be funded by EED Funds Check LEA invoices for compliance, class rosters, and course charges; please keep all sign-in sheets for audits Communicate regularly with the LEA administrator/project director regarding Joint Learning Center activities, problems, and issues Your tracking document needs to identify the participants per each class offered, as well as the total participation for each class title for the year. <click for animation> So make sure to document well along with sign-in sheets too. Again, remember that there must be 5 in attendance for a class to be paid for. And remember that this is not how many signed up for the class, this is how many are in the class. If there are less than 5 in a class the class needs to be canceled. Check the invoices. Compare the LEA information against your own. Make sure that the rosters/sign-in sheets and course charges are correct before submitting them to the CHR. Talk with the LEA regularly about activities, problems, issues or feedback on the classes. <click for next slide>

20 MONITORING LEARNING CENTER ACTIVITIES (continued)
Monitor the selection of appropriate Joint Learning Center materials Maintain an equipment inventory list of all items purchased through Local Joint Training Funds As Learning Center Project Directors you need to monitor the materials and information that the instructors are teaching and make sure that the class participants are getting out of the class what they need. Remember, this class is for the membership and spouse. <click for animation> Learning Center Project Directors make sure to maintain an equipment list of all inventory.
