3. TE 30 End State
From the IPC: Government of Indonesia, MPAT Nations and the Humanitarian Community conduct planning with the MNF SOP to respond quickly, more effectively, with greater interoperability and unity of effort in order to save lives, alleviate human suffering and minimize the impact of the crisis.

4. TE 30 Objectives From the IPC:
Base-line participants’ knowledge to prepare for multinational crisis planning.
Familiarize participants with relevant portions of the MNF SOP.
Practice the use of the MNF SOP to conduct:
crisis response for a large-scale disaster; and
crisis action planning [MDMP-M] for potential branch plans.
Improve civil-military coordination and whole-of-government interagency planning skills.

Scenario Concept from the IPC: Sudden onset disaster (earthquake) in Yogyakarta causing humanitarian crisis, subsequently discovered damage to local nuclear plant requires contingency planning for potential nuclear consequence management (CM) event.

Mount Merapi volcano emits ash cloud 7km into air.
17 April 2017:
GoI begins response operations;
Central Java and DIY Provinces declare Provincial Disaster Emergency.
18 April 2017:
GoI declares National Disaster Emergency, accepts offers of international assistance, including MCDA;
MPAT Nations begin preparation to deploy to support GoI disaster response operations.

Adisutjipto Airport reopens with limited capacity.

7.2 MW, IX Intensity earthquake strikes 37.2 km (23.1 miles) south of Yogyakarta City.
Earthquake depth 33 km (20.5 miles).
No tsunami generated.
Mount Merapi volcano increases volcanic ash plume.
Mount Merapi located 30 km north of Yogyakarta City, summit elevation 2,950 m (9,679 ft.)
Ash plume rises to height of 7 km (22,966 ft.)
Prevailing winds blowing from SSE, blowing ash cloud into Central Java.

Local police, fire, emergency services and residents begin initial response.
Indonesian Center of Volcanology and Geophysical Hazard Mitigation issues volcano alert: “Alert 2 – Code Yellow.”
Informs officials may raise to “Alert 3 – Code Orange” and call for evacuation of slopes of Mount Merapi.
Adisutjipto International Airport closed for damage assessment.
Achmad Yani Airport closed as path of ash cloud monitored.
