2 Meeting Purposes and Agenda
To share the information and current status of Japan’s actions to utilize and promote satellite GHG observation data to contribute to IPCC/UNFCCC. To share the information of the other initiatives under CEOS Carbon Strategy Implementation. To find partners to apply UNFCCC official side event at the coming COP- 23 in November 2017. To discuss the concrete activity plan under the IPCC/UNFCCC initiative. 3 Background SIT Technical WS in Oxford in September 2016
JAXA stressed the importance of 2006 IPCC Guidelines for National Greenhouse Gas Inventories which will be refined in 2019. During Climate & Carbon session, JAXA proposed CEOS engagement with IPCC and UNFCCC as one of WG and VC initiatives of carbon. 30th CEOS Plenary in Brisbane in October 2016 The Plenary agreed on the initial selection of WG and VC initiatives including engagement with IPCC and UNFCCC. COP-22 in Marrakech in November 2016 JAXA arranged the side evet on GHG monitoring from space inviting speakers from IPCC/TFI, GCOS, MOE Japan, NIES, NASA, and CNES.

4 Guidelines for GHG Inventories
Currently, the refinement of “2006 IPCC Guidelines for National Greenhouse Gas Inventories” is underway. The guidelines provide methodologies for estimating national inventories of anthropogenic emissions by sources and removals by sinks of GHG. One of the targets of CEOS engagement with IPCC should be to have the refined guidelines refer “satellite data”.

6 Refinement in relation to Satellite Data
Refinements in relation to Satellite Data are; Volume 1: General Guidance and Reporting / Chapter 6: Quality Assurance/Quality Control and Verification Volume 4: Agriculture, Forestry and Other Land Use (AFOLU) / Chapter 2: Generic Methodologies Applicable to Multiple Land- use Categories Volume 4 / Chapter 3: Consistent Representation of Lands GFOI Plenary 2017 also discussed on the guidelines with IPCC colleagues. The initiative and GFOI will cooperate each other and share the information and experience (e.g. GFOI’s engagement with IPCC on MGD development).
