Contents of Report COMET WG recommendation to approve the Competitive Metering Guides (vote) Request RMS Direction for Updating the CMG Market Readiness Update to the PUCT for the Third Quarter 2003

Timeline for Approving the Competitive Metering Guides (CMG)
Project was adopted on 11/05/03 COMET met on November 6 & 7 to incorporate changes based on issues clarified by the commission adopted rule and provided the following to RMS: Redlined version of the CMG Black-lined version of the CMG COMET WG is proposing that RMS approve the recommended CMG This ensures a meter has been requested in the market – not just a mfg wanting to add their product to the list. ERCOT SMG has graciously agreed to support the process Could be actual test documents or a letter signed by a Texas P.E. Ensures that the TDSP can be ready to install meter timely after receipt. Completeness and technical compliance TDSP where meter to be installed or could rotate based on volume ERCOT/RMS exploder list Tests will depend on the type of meter, Also, the meter will be tested to agreed standards so that there is consistency. Two things: Unanimous changed to 80% (one entity/unable to attend April meeting) Reworded for clarity Note: At any step in the process ADDED: TDSPs where competitive metering is available

RMS settles any unresolved issues and approves the CMG on 11/13/03 RMS delivers the approved CMG to TAC for approval TAC approves the CMG at their December meeting (12/04) and delivers to the ERCOT Board for approval The ERCOT Board approves the CMG at their December meeting (12/16) CMG are posted to the ERCOT website This ensures a meter has been requested in the market – not just a mfg wanting to add their product to the list. Competitive Metering Guides
Delivered to RMS on October 10, 2003 soliciting comments Comments submitted by October 23, 2003 were reviewed at the COMET WG meeting on October 28th and 29th COMET WG continued discussions on November 6th and 7th to try and reach consensus on boxed items and incorporate changes from the PUCT finalized tariff rulings

Competitive Metering Guides
Consensus document delivered to RMS on November 8, 2003 The COMET WG will present the Guides to RMS at the November 13th RMS meeting, requesting approval of the Guides The boxes that remain in the CMG will need to be addressed upon finalization of the “Agreement” The COMET WG will request direction from RMS on the process for updating the Guides upon finalization of the “Agreement”

Competitive Metering Guides
If approved by RMS, the CMG will be presented to TAC for approval at the December 4th TAC meeting. If approved by TAC, the CMG will be presented to the Board for approval at the December 16th Board meeting After Board approval, the Guides will be posted to the ERCOT Competitive Metering Web Page

Texas Set and V-1.6 Flight Testing
Texas SET Change Controls Completed and included in Flight Test 1.6 Manual Processes Included as part of the test scripts for V-1.6 Flight Test On schedule, the market will complete on/around 12/5/03. CM101 script tested the manual process of market participants using the forms and the changes of the TX SET transaction (814_20) Expected results of the script need to be refined for future use Some market participants used different forms (TMA vs. TMI) Two TDSP had some difficulties with the TX SET transactions. Improved education / documentation is needed for what is required in the forms and what is required for the testing.
