Health care is provided in three levels: The primary health care level. Holder of the primary health care is a chosen doctor in the health centre. The second level, secondary health care level is provided through specialist clinics and hospital. The tertiary level of health care with the development of sub-specialist clinics.

National legislation of higher education in Montenegro do not recognize e- learning as separate learning method. All of three universities in Montenegro (University of Montenegro, University of Donja Gorica and University of Mediterranean) are trying to follow EU best practices and use the advantages of distance learning.

The universities generally use Moodle platforms for e-learning. The universities use distance learning as part of regular classes, when professors from abroad have lectures via a video link for students at the university.

Education of public health in Montenegro
Undergraduate study Study programs at Faculty of Medicine (medicine, dentistry, pharmacy, nursing and physiotherapy) have subjects of public health. Medicine and Society 3 lessons per week in one semester. Social medicine 2 lessons per week in one semester. Epidemiology 4 lessons per week in one semester. Hygiene 4 lessons per week hours of practical training in one semester.

Postgraduate study Postgraduate programs are related to the specialization of doctors in different fields of medicine. Specializations related to public health are: Epidemiology. Social medicine. Hygiene. Occupational medicine. These specializations last four years.

Challenges and Future Perspectives
The challenge of 21st century public health is to prevent where possible and treat when necessary. Learn from the past but create new solutions based on the knowledge, tools and technologies available to us today, create new knowledge but apply evidence based solutions.
