INTRODUCTION & BACKGROUND
Eastern Cape is the second largest Province in the RSA in terms of surface area, covering km² of land, is ranked third in RSA in terms of population which stands at It is vast, rural, has farming & mountainous areas, administrative areas, traditional authorities Most of the economic activity happens in the Nelson Mandela Metro & Buffalo City Metro, where the two IDZs, East London & Coega are & where the multinational motor companies Mercedes Benz SA in East London, VWSA, GMSA & Ford in the Nelson Mandela Metro are operating, thus a huge demand for permitting in the areas The Eastern Cape has a high unemployment & high poverty rates The capital of the Province is Bhisho & most of the economic activity happens in the Nelson Mandela Metro & East London, where the two IDZs, East London & Coega are & where the multinational motor companies Daimler Chrysler in East London, VWSA, GMSA & Ford in the Nelson Mandela Metro are operating, thus a huge demand for permitting in the areas The Karoo interior is an important sheep-farming area & the challenge is that the Industry exploits Lesotho citizens for cheap sheep shearing. The Inspectorate component is closely monitoring this & the Corporate permits provided. Angora wool is also produced here The road infrastructure in the province is not too good & this leads to high rate of repairs to the mobile trucks that are overwhelmed by the gravel roads they have to travel on in order to bring services closer to the people

DHA FOOTPRINT Eastern Cape has 6 District Municipalities, 37 Local Municipalities & 2 Metropolitan Councils Out of the 37 Local Municipalities (Umzimvubu, Mbizana, Ntabankulu, Matatiele, Senqu, Maletswai, Elundini, Gariep, King Sabata Dalindyebo, Nyandeni, Port St Johns, Mhlontlo, Ngquza Hill, Great Kei, Amahlathi, Mbhashe, Mnquma, Ngqushwa, Nkonkobe, Nxuba, Camdeboo, Blue Crane, Ikwezi, Makana, Baviaans, Ndlambe, Sundays River Valley, Kouga, Koukamma, Lukanji, Emalahleni, Intsika Yethu, Inxuba Yethemba, Inkwanca, Engcobo, Sakhisizwe, Tsolwana) & 2 Metros (Buffalo City & Nelson Mandela Bay), the Department is present in 29 LMs & has 10 operational offices & 4 Ports of Entry in the two Metros There is no presence at all in 6 LMs (Great Kei, Nxuba, Ikhwezi, Baviaans, Sundays River Valley, Koukamma, Inkwanca & Tsolwana) Plans are at an advanced stage for Komga in Great Kei & Paterson in Sunday’s River In Inxuba DHA is part of the plans for the Thusong Centre In the Nelson Mandela Bay Metro, Motherwell District Office will open in September 2011 In Umzimvubu (Mt Ayliff), Elundini (Maclear), Sakhisizwe (Elliot), Senqu (Sterkspruit) Local Municipalities & Buffalo City Metro (King William’s Town) offices will relocate to new premises during 2011/12

Buffalo City Metro Arrangements to convene a meeting in order to pave way forward did not materialize within the quarter Amathole DM Both Chairperson & Deputy Chairperson are out, no meetings were held since the elections Amahlathi LM Still waiting for deployments to Exec Com by municipality.as this is one of the municipalities which has its chairperson gone. Great Kei LM Mr Blom, chairperson on & he indicated that he is still arranging a meeting & will advise of the date thereof Mnquma LM No meeting after LGE but Cllr Sinuka was approached before the elections to further engage with the newly elected Executive Mayor & Speaker in order to fast track the issue of the stakeholder forum in the LM Ngqushwa LM Both Chairperson & Deputy are out. A meeting was held between the Secretary DHA & the PRO in order to submit a request the municipality to deploy for chairmanship. This will assist in arranging a meeting for the way forward. A letter was then written to the municipality & no response received so far from the municipality

Meeting scheduled for 21st June 2011 was not a success because the chairperson was not available on the day. The purpose was to table the constitution for signing & also to pave way forward in terms of introducing the forum to the newly elected political principals. Nxuba LM The executive was from CDWs & they are back, but no meeting has been convened ever since the LGE Mbhashe LM No meetings were held since the LGE Chris Hani LM Both Chairperson, Deputy & PRO are out, no meetings have been held since the LGE Engcobo LM All executive members are back & the meeting was scheduled for to pave way forward & a plan of action. Inkwanca LM Stakeholder Forum needs revival, all executive members are out Intsika Yethu LM The Chairperson is out & has now been replaced .

There were 2 invitations sent out but both meetings were unsuccessful O R Tambo DM A meeting was held King Sabata Dalindyebo LM Two meetings were held during the quarter – 11th & 13th May Mbizana LM A stakeholder forum meeting was held on 30th June Ntabankulu LM The chairperson is out & there have been no replacements as yet. Meeting is scheduled for July. .

Accommodation at health facilities
The following hospitals have accommodation: Dora Nginza, Greenacres, St Georges, Port Alfred, Settlers, Kouga, Cuyler, Provincial Mercantile Hospital – space has been identified, but not secured, therefore not connected but application forms are being collected. Victoria Hospital – still negotiating accommodation Network infrastructure challenges – Nompumelelo, Cala, Lady Grey, All Saints, Madwaleni, Willowvale & St Dominics Hospital Region 1: 17 Centres – from the 11 connected only 2 are fully operational & 2 full-time staff deployed at Nelson M&ela & St Patricks Hospital

HR MATTERS When posts are advertised, people with disabilities are encouraged to apply but responses to the adverts not good at all The Province had currently employed 8 officials with disabilities - 4 males & 4 females With regard to gender, it is work in progress as the Province is at 65% females In terms of race: Africans are dominating at 93.5% Indians are at 0.1% Whites 3.1% Coloureds at 3.3%

SECURITY SERVICES KEY AREA ACTIVITIES Security Services
Security Services provided by Eastern Guard Security Services The Control security officer visits offices to undertake threat & risk assessments & brief employees on security measures New offices are assessed for security standard compliance with before acceptance Only two office break-ins reported this year Plan to put tight security measures in place Security Awareness No formal awareness conducted to date, but the Control security officer plans to undertake security awareness campaigns, targeting not only new appointees but also existing employees Cash In Transit G4S security company collects revenue in 45 of our offices No incident has been reported to date The intention is to increase the number of offices serviced by G4S

CASH IN TRANSIT KEY AREA Revenue is collected by Cash in Transit – G4S, in all offices except Keiskammahoek, Dutywa, Ngqamakhwe, Stutterheim & Zwelitsha. Offices with high volumes of revenue collection banked daily, while others twice or three times a week Although revenue is collected by G4S there is a challenge of deposit books that are not brought back to the office in order to prepare for the next banking. This issue was addressed with Service Provider Management & has promised to rectify the error

This has ensured that registration at birth is the only point of entry to the National Population Register
