At this meeting we should develop new deliverables for which we are committed to take action. In addition we should reaffirm those existing deliverables we endorse (if they are working well we should adopt them) and identify what steps should be taken for those that are not progressing. For each of the above activities/deliverables we should have plans that specify: The person who is leading the production of the product. Deliverables (D- Discussion Paper; P-plan; I – Implementation; C-completion) and the time when each of these is expected to be achieved. The steps that will be taken in order to produce the deliverables and how GEOGLOWS will interact with the project.

What steps should GEOGLOWS take to ensure the optimal use of science, data products, and services by monetary policy makers and other policy maker communities? How can GEOGLOWS incorporate social and economic data and integrate them into their projects? Which projects are candidates for utilizing this information and what essential services can GEOGLOWS provide? How can socio-economic scenarios serve as essential tools for planning not only for different levels of water consumption but also in ways in which users interact to ensure sustainable water outcomes? How should GEOGLOWS work with the major conventions (including the SDGs) to influence the way in which they use water data in their policy recommendations? How can GEOGLOWS network enhance national level policies on the right to access to information on water for populations? #1

#2 What science and data systems are needed to implement a global water assessment function? What needs to be done to provide global estimates of water use and to assess the quality of inland lakes globally? Given the current status of science and technology what are some key scientific and observational issues that GEOGLOWS should plan to address over the next five years to remain in the forefront? In terms of applications, the Sustainable Development Goals (SDG) and response to climate are receiving a great deal of attention. What can GEOGLOWS contribute to the Water SDG and other SDGs? What role can GEOGLOWS play in adapting to climate change? What is the best way to take global systems and downscale them for application in the developing world?

Science, applications, product development and testing:
Often the full value of new products are not realized. GEOGLOWS wants to ensure that it maximizes the benefits from its product development. How can it more effectively benefit from the value chain in the production and use of new products? #3 How should GEOGLOWS further develop this concept of EWVs and how should the requirements for these measurements be developed, maintained and used in the evaluation of observational systems? What role should GEOGLOWS play in maintaining observation standard for EWVs? Do data assimilation systems have a more important role to play in GEOGLOWS and in monitoring EWVS than they have at present? If so, what needs to be done to ensure data assimilation systems make a more complete contribution to EWVs and to decision-making related to water resources? There is concern that changes in observations systems (cube satellites, citizen data, etc.) combined with budget pressures may disrupt the flow of useable data and the long-term continuity of data sets. How significant is this problem and what should be done about it? How can GEOGLOWS foster the use of citizen science and private sector data collection activities within its framework? How can its efforts in this area contribute to GEOSS?

#4 How can GEOGLOWS promote and provide concrete examples on the benefits of merged data? How can we disseminate the potential support for data use and decision-making? What is the most effective process for moving tools and techniques from the research lab to the user in the field? How can GEOGLOWS enable that process? What types of data protocols and standards are needed to ensure smooth data exchanges between all GEOGLOWS and GEO Water partners? How can we integrate GEOGLOWS data in SDG 6 and other SDGs monitoring? How can GEOGLOWS generate data that is relevant, accurate, credible that can be relevant and of practical service to the sustainable Agenda 2030? How can data be made more easily accessible for visualization and analysis? How can better metadata be better collated? How can better knowledge products be developed? How can innovative ways of capacity building be adopted to rapidly improve the use of such data and knowledge products?
