Overview MTA B&T is implementing the NY Crossings ORT Initiative via contract modifications to existing major construction contracts and through an informal integrated project delivery framework, as discussed with the Board last October. This update provides: Updated Go-Live Schedule Updated change control results Results indicate that current cost control measures continue to be effective in achieving fair and reasonable pricing of construction change orders negotiated to date. This update provides the Board with An overview of the program delivery methods, a Discussion of program efficiencies, and a review of the program’s cost control methodology and it’s success in insuring the reasonableness of construction costs negotiated to date. To date results indicate that cost control measures have been effective in insuring fair and reasonable pricing of construction change orders negotiated to date.

As you can see, overall we have negotiated a the work at a price that is lower than the original proposals.

Summary As of 6/15/2017, ORT is now operational at six out of the nine B&T facilities. Alternate program delivery methods (i.e. Design Build and informal Integrated Project delivery) are being utilized to successfully deliver the ORT program in a timely and efficient manner. Contract modifications to ongoing and competitively procured capital contracts have enabled expeditious implementation with minimal impacts to the base contract schedules. The current change control process continues to enable fair and reasonable pricing of construction change orders negotiated to date. B&T continues to be on target to achieve completion of ORT implementation at the remaining three facilities (Verrazano Narrows, Throgs Neck and Bronx Whitestone Bridges). In summary, To date, contract modifications to existing major contracts have been successful in implementing ORT with minimal impacts to the base contract schedule Informal Integrated Project Delivery methods of implementing the change orders for ORT is successful in maximizing efficiencies and minimizing cost growth on change orders. Negotiated prices to date indicate that change control measures have been effective in insuring fair and reasonable pricing of construction change orders negotiated to date. ORT implementation is currently within budget B&T is on target to meet the mandated schedule for ORT implementation at all facilities. Questions?
