5. What was the potential?
6000 students study in Flanders while receiving a student grant or loan .
Large group makes exchange of student data between governments interesting. Potential for lowering administrative burden.
Contact was made with Flemish counterpart of DUO, AHOVOKS.
Both parties (DUO and AHOVOKS) hold registers containing student data, including enrolment data and diploma registers.
Good legal basis that made exchange of data possible.
Agreements about semantics were necessary to make it work. 5

6. How to make it work?
Communication from machine to machine not a short term option.
Secure portal using the DUO website, made accessible for AHOVOKS.
Safe exchange of data, in compliance with privacy regulations.
List of student data uploaded by DUO.
Then downloaded by AHOVOKS and compared with their database .
Results uploaded to secure portal by AHOVOKS, then downloaded by DUO.
Results processed in DUO database using scripts.
