5 The Radio- and TV-licence System
920 + 850 million € of central government budget to the overall field of culture in 2015 million € allocated to three public service companies from a special broadcasting licence fee Households and companies with a “TV receiver” pay ≈ 240 € / year The level is adjusted by Parliament when necessary Companies allocated according to Parliament decisions (framework decision for the whole license period + 2 % / year. Annual decisions of actual allocation).

7 Governance Model A model which has developed with time.
Owning foundation: Appointment of Members: After an ordinary parliament election, the new Government appoints 6 of the 12 members of the foundation. Nominations are made by the political parties according to parliamentary seats. Appointment of Chairman: The Government appoints chairman independently according to normal government appointments. Task: Mainly to appoint board members of the companies.

8 Governance Model Company Boards:
Appointment of board members: The owning foundation appoints board members and chairman for SR, SVT and UR. Members of the boards: Should include economic competence, persons with a broad general knowledge of and with deep ties into the Swedish society, for example persons connected to civil society, media, cultural sphere or the industry. Task of boards: Strategic decisions and appointment of CEO:s in the three companies.

9 Review Mechanism Public Service Broadcasting reviewed every 4-6 years. Commission of inquiry (sometimes parliamentary) with specific tasks. Public consultation of the report. Government Bill and Parliament decision on the main features of the report. Government decision on broadcasting license and funding terms + accessibility.

10 How the Remit is Formalized
The remit (content requirements) expressed through requirements in broadcasting licenses for the terrestrial network (4-6 years) Organisational and economic requirements expressed in funding terms.

11 The Public Service Remit: Serving the public
A broad remit ranging from broad entertainment to small productions for specific groups in society Full editorial independence from political and economic powers Reach the whole country physically 99,8 % in the terrestrial network and through use of all platforms of interest to the public Relevance to the whole population Varied programming that reflects the whole country and population Impartiality and accuracy with special concern for the impact of TV No advertising and very limited sponsoring

12 The Public Service Remit: Serving the public
High overall quality and an innovative programming in content and format. Specific responsibility for the Swedish language News, analysis, scrutiny of public bodies, public debate and opinion-forming where a diversity of views are represented. Culture: Production (specifically film, drama and music) and review and reports from the national and international culture scene Children's programming Minority language programming

13 The Broadcasting Commission
A body within the Press and Broadcasting Authority Six members + chairman appointed by the Government Chairman must be judge of high judicial office Only ex post monitoring of media allowed

14 Evaluation of Public Service Broadcasting
Companies assigned to undertake self-evaluation of activities in the yearly public service reports (one from each company). The Broadcasting Commission assesses the fulfilment of the remit as reported, and reports to the Government. The Broadcasting Commission also acts on complaints of breaches of rules in specific programs.
