The Choice: European Union, Austria
overview Technological Development: Historical review - The last 2 centuries in a nutshell The Choice: European Union, Austria Patterns of action: research policies and increasing expectations innovation = more integration sustainability = planet + people + profit Conclusions Horizon 2020: 70,2 b€ for Austrian Research Promotion Agency (FFG) | Sensengasse 1 | 1090 AT-Vienna |

funding programmes for rdi >> historical review
18th – 20th centuries: research, (non-)technological development and innovation lead to major changes in technologies, processes, products & services since 1950: set-up of regional & national funding programmes for RDI set-up of trans-/international cooperation schemes Selected European Programmes after WW II: European Coal & Steel Community (ECSC), since 2002 Research Fund for Coal and Steel (RFCS) European Space Agency (ESA) EU-Framework Programme for RDI, : „Horizon 2020“ Intelligent Manufacturing Systems (IMS), EU-MS, USA and Mexico RFCS: The RFCS supports research projects in coal and steel sectors. These projects cover: production processes; application, utilisation and conversion of resources; safety at work; environmental protection and reducing CO2 emissions from coal use and steel production. ESA: The European Space Agency is Europe's gateway to space. Its mission is to shape the development of Europe's space capability and ensure that investment in space continues to deliver benefits to the citizens of Europe and the world. H2020: The 8th Framework Programme of the European Union, total budget of 70,2 b€ for , Taking up this challenge the European Commission, Member States and the European Parliament, the scientific community and the industry are now committed to work jointly towards the creation of a "European Research Area" (ERA) Austrian Research Promotion Agency (FFG) | Sensengasse 1 | 1090 AT-Vienna |

The Choice in the European Union >> Horizon 2020: 80 b€ till 2020
Global competition: contribution of the European Union through research, innovation and (techological) development Financial & economical crisis: investments for working places and economical growth Societal challenges: health, energy supply, climate change etc. 3 pillars: scientific excellence, societal challenges, industrial leadership Instruments addressing the full „RDI value chain“: cooperation projects (basic and applied research), networks, mobility grants (Marie Skłodowska-Curie), PPP, PPI, PCP, KETs, innovation for SME, access to risk fiancing and research infrastructures Austrian Research Promotion Agency (FFG) | Sensengasse 1 | 1090 AT-Vienna | Austrian Research Promotion Agency (FFG) | Sensengasse 1 | 1090 AT-Vienna |

public incentives for rdi >> The austrian way
Direct Funding: basic research = FWF (Science Fund), 200 M€/a, 100 %, bottom-up; applied research = FFG, 550 M€/a, 10 – 80 %, mix of top- down (1/3) and bottom-up (2/3) see next slide; company growth = AWS (Austria Wirtschaftsservice), credits, < 10 M€/a Tax Incentives („indirect funding“): 10% of annual RDI expenses in private companies, plausibility-test through the FFG, approx. 450 M€/a Austrian Research Promotion Agency (FFG) | Sensengasse 1 | 1090 AT-Vienna |

EXPECTATIONS ON INNOVATION POLICIES >> increasing over time
EXPECTATIONS ON INNOVATION POLICIES >> increasing over time discovering & understanding how things work (curiosity) influencing & steering them (demand) solving „technical“ problems (environment, health, ressources) getting (new) technology, products & services in (new) markets increasing wealth, economic vitality & employment improving our society and living conditions (societal challenges) reducing the climate change solving parts of the economical & financial crisis ... what next ? Does RDI programme-orientation solve real problems?
conclusions Public RDI funding „threatened“ by other public investments like health, education, infrastructures, financial crisis etc. Patterns of action strongly determined by regional and historical context Does RDI programme-orientation solve real problems? Integration and sustainability: „possible“ patterns? Austrian Research Promotion Agency (FFG) | Sensengasse 1 | 1090 AT-Vienna |
