1 OVERVIEW ON STATUS/PROGRESS REPORT ON NELSON MANDELA MUSEUM PC OVERSIGHT VISIT 2016

2 PURPOSE OF THE PRESENTATION
Provide update on Nelson Mandela Museum State of Affairs since the oversight visit by the Arts and Culture Portfolio Committee on the September 2016

3 CRITICAL ISSUES RAISED
Organizational Structure in place is top heavy. The Org. structure contains unfunded posts Job descriptions and Performance Agreements 2016/17 not signed Irregular expenditure incurred during Filling of the Permanent CEO Post Whether Mvezo forms part of the Nelson Mandela Museum User Asset Management Plan(UAMP): implication on Qunu Upgrade Information Communication Technology establishment that is failing the entity 2

4 INTRODUCTION & BACKGROUND
Portfolio Committee visited the Museum on September 2016. Main reasons for the oversight visit was to oversee the progress made since their visit in November 2014. It was also aimed at seeking ways to assist where necessary as the Museum received a qualified audit outcome. PC also wanted to get an update on how the three facilities of the Museum operate, that is Mvezo, Qunu and Bhunga. PC raised a number of issues and expressed dissatisfaction on how things have been handled at the Museum. Conclusion DAC undertook a visit on the 27 September 2016 to assist the entity in responding to issues that were raised during the oversight visit. 3

Critical Challenges Proposed Solutions Action by Progress The Organisational Structure: Organisational Structure in place is top heavy. Unfunded posts Involvement of an expert to engage with Staff to have the structure flattened Restructuring should continue with the involvement of an expert. Benchmarking with other museums to be done. Acting CEO Acting CEO and DAC Discussions with the staff are underway and Council will be involved. Involvement of an expert is crucial Performance Agreements 2016/17 all performance agreements are to be signed. HRM and CFO Only 6 staff members have signed and 15 staff members not signed for 16/17FY. The current structure has 21 occupied posts and 4 vacant posts. Job Descriptions 2016/17 All Job descriptions of the current employees should be signed.

Critical Challenges Proposed Solutions Action by Progress Accident resulting to Injury to the Driver – Mr Mtshushisi Tyalakhulu. Meeting held between Mr Tyalakhulu, CFO, Financial Controller and the HR Manager to get facts around the accident. HR Manager, CFO and Financial Controller Council will be appraised with a report on the 8 October 2016. Application forms completed to lodge a claim for workmen’s compensation

Critical Challenges Proposed Solutions Action by Progress Mvezo Issue: Does Mvezo form part of the Nelson Mandela Museum Council must resuscitate the discussions about Mvezo to bring this issue to finality Chairperson of Council and DAC Issue to be discussed during the Council meeting on the 8th October 2016.

Critical Challenges Proposed Solutions Action by Progress Qunu Upgrade (R15mil unspent conditional grant) Management to get approval of the implementation of the upgrade plan from council and discuss with DAC about the procurement of Project manager and Contractor Security, Facilities and Logistics (SFL) Manager The issue to be discussed Council meeting on 8th October 2016 with the Council User Asset Management Plan(UAMP) submitted to DAC was not approved by the Council SFL to ensure that the document is approved by the Council SFL and CFO The issue will be tabled on 8 October 2016 Council meeting

Critical Challenges Proposed Solutions Action by Progress Use of Interest accrued from Capital works funds( i.e. R for Qunu upgrade and ICT Development) As recommended by the Auditor General, interest earned from these funds is to be realized as income in the period it is earned and received CFO The issue will be tabled and Council appraised at the Council meeting of the 8 October 2016 Information Communication Technology establishment The Data Cabling and Network to be procured CFO and Adjudication Committee Members The Data Cabling and Network procurement Tenders have been evaluated and the Adjudication thereof will be conducted on Friday 30th September 2016

Critical Challenges Proposed Solutions Action by Progress Permanent appointment of the CEO—appointment of employment agency awaiting Board approval Approval of the circulated quote from Woodburn Mann for professional executive search services Council To be discussed and approved by the Council Permanent appointment of Senior Manager: Heritage and Conservation Fill the vacancy as it is core business IDC and HR. HR sent report to this effect. HR received 14 CVs Disciplinary enquiry charges against the Tour Guide Disciplinary Action to be taken. HR Manager and Senior Manager Public Engagement A charge sheet has been prepared and charges will be served.

16 CONCLUSION The agreement between Museum Management and NEHAWU was drafted and the employees are not in agreement with it. 28 Sept 2016, teleconference with Council and management was held. Matters discussed included, contracts of both CEO and CFO as well as the NEHAWU Agreement. the Council will discuss and finalise all of the issues raised by the PC on the 8th October 2016.
